日前,國務院(yuan)印發(fa)《“十四(si)五”推進(jin)農(nong)業農(nong)村現代化規劃》(以下簡(jian)稱(cheng)《規劃》)。
《規(gui)劃(hua)》安排了七方面發(fa)(fa)展任務(wu)。其中(zhong),在(zai)實施鄉(xiang)村(cun)(cun)(cun)(cun)建(jian)(jian)設(she)行動(dong)、建(jian)(jian)設(she)宜(yi)居(ju)(ju)宜(yi)業鄉(xiang)村(cun)(cun)(cun)(cun)方面,要求把鄉(xiang)村(cun)(cun)(cun)(cun)建(jian)(jian)設(she)擺在(zai)社會主義現代(dai)化(hua)建(jian)(jian)設(she)的(de)(de)重要位置,聚焦交通便(bian)捷(jie)、生活便(bian)利、服務(wu)提質、環境美好(hao),建(jian)(jian)設(she)宜(yi)居(ju)(ju)宜(yi)業的(de)(de)農(nong)(nong)(nong)(nong)民(min)新家園。整(zheng)(zheng)治(zhi)提升(sheng)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)人居(ju)(ju)環境過程中(zhong),因地(di)制宜(yi)推(tui)進(jin)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)廁(ce)所革命,加強中(zhong)西部地(di)區農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)戶(hu)用(yong)廁(ce)所改(gai)造,引(yin)導新改(gai)戶(hu)用(yong)廁(ce)所入院入室,加快干旱、寒冷地(di)區衛生廁(ce)所適用(yong)技術和(he)產品研發(fa)(fa),推(tui)進(jin)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)廁(ce)所革命與生活污(wu)水治(zhi)理(li)(li)(li)有機銜接,鼓勵(li)聯(lian)戶(hu)、聯(lian)村(cun)(cun)(cun)(cun)、村(cun)(cun)(cun)(cun)鎮一體(ti)處(chu)理(li)(li)(li);健全農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)生活垃(la)(la)圾(ji)處(chu)理(li)(li)(li)長效(xiao)機制,推(tui)進(jin)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)生活垃(la)(la)圾(ji)源頭分類減量,探索農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)生活垃(la)(la)圾(ji)就(jiu)地(di)就(jiu)近處(chu)理(li)(li)(li)和(he)資源化(hua)利用(yong)的(de)(de)有效(xiao)路徑,穩步(bu)解(jie)決“垃(la)(la)圾(ji)圍(wei)村(cun)(cun)(cun)(cun)”問題。完善農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)生活垃(la)(la)圾(ji)收(shou)運處(chu)置體(ti)系,健全農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)再(zai)生資源回(hui)收(shou)利用(yong)網(wang)絡;整(zheng)(zheng)體(ti)提升(sheng)村(cun)(cun)(cun)(cun)容村(cun)(cun)(cun)(cun)貌,深入開展村(cun)(cun)(cun)(cun)莊清潔(jie)和(he)綠化(hua)行動(dong),實現村(cun)(cun)(cun)(cun)莊公共空(kong)間及庭院房屋、村(cun)(cun)(cun)(cun)莊周邊(bian)干凈整(zheng)(zheng)潔(jie)。提高農(nong)(nong)(nong)(nong)房設(she)計水平和(he)建(jian)(jian)設(she)質量,建(jian)(jian)立健全農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)人居(ju)(ju)環境建(jian)(jian)設(she)和(he)管護長效(xiao)機制,全面建(jian)(jian)立村(cun)(cun)(cun)(cun)莊保潔(jie)制度,有條件的(de)(de)地(di)區推(tui)廣城鄉(xiang)環衛一體(ti)化(hua)第(di)三方治(zhi)理(li)(li)(li)。

“十四五”推進(jin)農(nong)業(ye)農(nong)村現代化(hua)規劃
“三農”工作是全面建設社會(hui)(hui)主義現代化國(guo)家的重(zhong)中之重(zhong)。為貫徹落實《中華(hua)人民共和(he)國(guo)國(guo)民經濟和(he)社會(hui)(hui)發展第十四個五年規劃(hua)和(he)2035年遠景目標綱(gang)要》,堅持(chi)農業農村優先發展,全面推(tui)進鄉村振興,加快農業農村現代化,編制本規劃(hua)。
第一章 開啟農(nong)業農(nong)村現代(dai)化新征(zheng)程
“十四五(wu)”時期是我國全面建(jian)成小康社會、實現第一(yi)個百年奮(fen)斗(dou)目標之(zhi)后,乘(cheng)勢而(er)上開啟全面建(jian)設社會主(zhu)義現代化(hua)國家新征程、向第二個百年奮(fen)斗(dou)目標進(jin)(jin)(jin)軍的(de)第一(yi)個五(wu)年,“三(san)農”工作重心歷史性轉向全面推(tui)進(jin)(jin)(jin)鄉村振興,加快(kuai)中國特色農業農村現代化(hua)進(jin)(jin)(jin)程。
第一節(jie) 發展環境(jing)
“十三(san)五(wu)”時(shi)期(qi),以(yi)習近平(ping)同(tong)志為(wei)核心(xin)的(de)(de)黨中(zhong)央堅(jian)持(chi)把(ba)解決好“三(san)農(nong)(nong)(nong)(nong)”問題作為(wei)全黨工作的(de)(de)重(zhong)中(zhong)之重(zhong),把(ba)脫貧攻(gong)堅(jian)作為(wei)全面建(jian)成(cheng)小康(kang)社(she)會的(de)(de)標志性工程,啟動實施鄉(xiang)村(cun)振(zhen)興戰(zhan)略,加(jia)快推進(jin)(jin)現(xian)(xian)(xian)代農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)建(jian)設(she)(she),鄉(xiang)村(cun)振(zhen)興實現(xian)(xian)(xian)良好開局。決戰(zhan)脫貧攻(gong)堅(jian)取得全面勝利。現(xian)(xian)(xian)行(xing)標準下農(nong)(nong)(nong)(nong)村(cun)貧困(kun)人(ren)口全部脫貧,832個(ge)貧困(kun)縣全部摘帽(mao),12.8萬(wan)個(ge)貧困(kun)村(cun)全部出列(lie),完成(cheng)了(le)消除絕對貧困(kun)和區域性整體(ti)貧困(kun)的(de)(de)艱巨任(ren)務(wu),創造了(le)人(ren)類減貧史上(shang)(shang)的(de)(de)奇跡。農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)綜合(he)生(sheng)產(chan)(chan)能力穩(wen)步提升(sheng)。糧食連年(nian)豐(feng)收(shou)(shou),產(chan)(chan)量連續保持(chi)在1.3萬(wan)億(yi)斤以(yi)上(shang)(shang),肉蛋(dan)奶、水(shui)產(chan)(chan)品、果菜茶品種豐(feng)富、供(gong)應充(chong)裕。農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)科(ke)技進(jin)(jin)步貢獻率達到60%,農(nong)(nong)(nong)(nong)作物耕種收(shou)(shou)綜合(he)機械(xie)化(hua)率達到71%,農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)綠色發展邁(mai)出新步伐。農(nong)(nong)(nong)(nong)民(min)收(shou)(shou)入水(shui)平(ping)大幅提高。農(nong)(nong)(nong)(nong)村(cun)居民(min)人(ren)均可支配收(shou)(shou)入達到17131元,較2010年(nian)翻一(yi)番多(duo)。城鄉(xiang)居民(min)收(shou)(shou)入差距縮小到2.56∶1。農(nong)(nong)(nong)(nong)村(cun)基(ji)礎(chu)設(she)(she)施建(jian)設(she)(she)得到加(jia)強。衛生(sheng)廁(ce)所(suo)普(pu)及率達到68%,具備(bei)條件的(de)(de)鄉(xiang)鎮和建(jian)制村(cun)通(tong)硬(ying)化(hua)路、通(tong)客車實現(xian)(xian)(xian)全覆蓋,供(gong)水(shui)供(gong)電、通(tong)信網絡等基(ji)礎(chu)設(she)(she)施明顯改(gai)善,鄉(xiang)村(cun)面貌煥然一(yi)新。農(nong)(nong)(nong)(nong)村(cun)改(gai)革縱深推進(jin)(jin)。農(nong)(nong)(nong)(nong)村(cun)基(ji)本經營制度進(jin)(jin)一(yi)步鞏固完善,農(nong)(nong)(nong)(nong)村(cun)土地、集體(ti)產(chan)(chan)權、經營體(ti)制等改(gai)革取得突破性進(jin)(jin)展,鄉(xiang)村(cun)治(zhi)理體(ti)系基(ji)本建(jian)立,農(nong)(nong)(nong)(nong)村(cun)社(she)會保持(chi)和諧(xie)穩(wen)定。這些(xie)成(cheng)就標志著農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)農(nong)(nong)(nong)(nong)村(cun)發展實現(xian)(xian)(xian)新的(de)(de)跨越,站到新的(de)(de)歷史起點上(shang)(shang),為(wei)“十四五(wu)”時(shi)期(qi)加(jia)快推進(jin)(jin)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)農(nong)(nong)(nong)(nong)村(cun)現(xian)(xian)(xian)代化(hua)奠定了(le)堅(jian)實基(ji)礎(chu)。當前和今后一個(ge)時(shi)期,國內外環(huan)境發(fa)生深(shen)刻復(fu)雜變(bian)化,我國農(nong)業(ye)農(nong)村(cun)(cun)發(fa)展(zhan)(zhan)仍(reng)面(mian)臨不(bu)(bu)(bu)少(shao)矛盾和挑戰。農(nong)業(ye)基(ji)(ji)(ji)礎(chu)依(yi)然薄(bo)弱(ruo)(ruo)。耕地(di)質(zhi)量退化面(mian)積較(jiao)(jiao)大,育(yu)種科技(ji)創新能(neng)(neng)力(li)(li)(li)不(bu)(bu)(bu)足,抗(kang)風險能(neng)(neng)力(li)(li)(li)較(jiao)(jiao)弱(ruo)(ruo)。資源(yuan)環(huan)境剛性(xing)約(yue)(yue)束趨(qu)緊,農(nong)業(ye)面(mian)源(yuan)污(wu)染仍(reng)然突出(chu)。轉變(bian)農(nong)業(ye)發(fa)展(zhan)(zhan)方式任(ren)務(wu)繁(fan)重(zhong),農(nong)村(cun)(cun)一二三產業(ye)融合發(fa)展(zhan)(zhan)水平(ping)不(bu)(bu)(bu)高,農(nong)業(ye)質(zhi)量效益和競爭(zheng)力(li)(li)(li)不(bu)(bu)(bu)強。農(nong)村(cun)(cun)發(fa)展(zhan)(zhan)存(cun)在短板弱(ruo)(ruo)項。制(zhi)約(yue)(yue)城(cheng)鄉要素(su)雙(shuang)向(xiang)流(liu)動(dong)和平(ping)等交換的障礙依(yi)然存(cun)在,人才(cai)服務(wu)鄉村(cun)(cun)振(zhen)興保障機(ji)制(zhi)仍(reng)不(bu)(bu)(bu)健全,防汛(xun)抗(kang)旱等防災減(jian)災體系(xi)還(huan)不(bu)(bu)(bu)完善(shan),基(ji)(ji)(ji)礎(chu)設(she)施(shi)仍(reng)有明(ming)顯薄(bo)弱(ruo)(ruo)環(huan)節(jie),民生保障還(huan)存(cun)在不(bu)(bu)(bu)少(shao)弱(ruo)(ruo)項。促進農(nong)民持續(xu)增收面(mian)臨較(jiao)(jiao)大壓力(li)(li)(li)。城(cheng)鄉居民收入差距仍(reng)然較(jiao)(jiao)大。種養業(ye)特別是糧(liang)食(shi)種植(zhi)效益偏低,農(nong)民就業(ye)制(zhi)約(yue)(yue)因(yin)素(su)較(jiao)(jiao)多,農(nong)村(cun)(cun)人口老齡化加快,農(nong)村(cun)(cun)精神文化缺乏(fa),支撐(cheng)農(nong)民增收的傳統動(dong)能(neng)(neng)逐漸減(jian)弱(ruo)(ruo)、新動(dong)能(neng)(neng)亟待(dai)培育(yu)。鞏固拓(tuo)展(zhan)(zhan)脫貧(pin)(pin)攻堅成(cheng)果任(ren)務(wu)比較(jiao)(jiao)艱巨(ju)。脫貧(pin)(pin)地(di)區(qu)產業(ye)發(fa)展(zhan)(zhan)基(ji)(ji)(ji)礎(chu)仍(reng)然不(bu)(bu)(bu)強,內生動(dong)力(li)(li)(li)和自(zi)我發(fa)展(zhan)(zhan)能(neng)(neng)力(li)(li)(li)亟待(dai)提(ti)升。部分脫貧(pin)(pin)戶脫貧(pin)(pin)基(ji)(ji)(ji)礎(chu)還(huan)比較(jiao)(jiao)脆弱(ruo)(ruo),防止返貧(pin)(pin)任(ren)務(wu)較(jiao)(jiao)重(zhong)。“十四五”時期,我國(guo)(guo)(guo)開啟全面(mian)建(jian)設社會主義(yi)現(xian)(xian)代(dai)(dai)化(hua)國(guo)(guo)(guo)家新(xin)征程,為(wei)加(jia)快農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)現(xian)(xian)代(dai)(dai)化(hua)帶來難得機遇。政策導向(xiang)更(geng)(geng)(geng)加(jia)鮮明。全面(mian)實施鄉村(cun)(cun)振興戰略(lve),農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)支持(chi)保(bao)護持(chi)續加(jia)力(li)(li),多(duo)元投入(ru)(ru)格局加(jia)快形(xing)成,更(geng)(geng)(geng)多(duo)資源要素向(xiang)鄉村(cun)(cun)集聚,將為(wei)推(tui)(tui)進農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)現(xian)(xian)代(dai)(dai)化(hua)提(ti)供(gong)有(you)力(li)(li)保(bao)障。市場驅動(dong)更(geng)(geng)(geng)加(jia)強(qiang)勁。構建(jian)新(xin)發(fa)(fa)展(zhan)格局,把擴(kuo)大內需(xu)作為(wei)戰略(lve)基點,國(guo)(guo)(guo)內超大規模市場優勢不斷顯(xian)現(xian)(xian),農(nong)(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)消(xiao)費潛力(li)(li)不斷激發(fa)(fa),農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)多(duo)種功能、鄉村(cun)(cun)多(duo)元價值開發(fa)(fa)帶動(dong)新(xin)消(xiao)費需(xu)求(qiu),將為(wei)推(tui)(tui)進農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)現(xian)(xian)代(dai)(dai)化(hua)拓展(zhan)廣(guang)闊(kuo)空間。科技支撐更(geng)(geng)(geng)加(jia)有(you)力(li)(li)。新(xin)一輪科技革命和產業(ye)變革深(shen)(shen)入(ru)(ru)發(fa)(fa)展(zhan),生(sheng)物技術(shu)、信(xin)息技術(shu)等加(jia)快向(xiang)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)各領域滲透(tou),鄉村(cun)(cun)產業(ye)加(jia)快轉(zhuan)型(xing)升(sheng)級(ji),數字鄉村(cun)(cun)建(jian)設不斷深(shen)(shen)入(ru)(ru),將為(wei)推(tui)(tui)進農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)現(xian)(xian)代(dai)(dai)化(hua)提(ti)供(gong)動(dong)力(li)(li)支撐。城鄉融合(he)更(geng)(geng)(geng)加(jia)深(shen)(shen)入(ru)(ru)。以(yi)工補農(nong)(nong)(nong)(nong)(nong)(nong)(nong)、以(yi)城帶鄉進一步(bu)強(qiang)化(hua),工農(nong)(nong)(nong)(nong)(nong)(nong)(nong)互促、城鄉互補、協(xie)調發(fa)(fa)展(zhan)、共同繁榮的(de)新(xin)型(xing)工農(nong)(nong)(nong)(nong)(nong)(nong)(nong)城鄉關系(xi)加(jia)快形(xing)成,城鄉要素雙向(xiang)流動(dong)和平等交換機制(zhi)逐步(bu)健(jian)全,將為(wei)推(tui)(tui)進農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)現(xian)(xian)代(dai)(dai)化(hua)注(zhu)入(ru)(ru)新(xin)的(de)活力(li)(li)。
綜合判斷(duan),“十(shi)四(si)五”時期是加快農(nong)業農(nong)村現代化(hua)的(de)重要(yao)戰(zhan)略(lve)機遇期,必須加強前瞻性(xing)思考、全(quan)局性(xing)謀(mou)劃、戰(zhan)略(lve)性(xing)布(bu)局、整(zheng)體性(xing)推(tui)進,以(yi)更(geng)(geng)高的(de)站位、更(geng)(geng)大的(de)力度、更(geng)(geng)實的(de)舉措,書寫好中(zhong)華民族偉大復(fu)興的(de)“三(san)農(nong)”新篇章。

提升糧食等重要農產(chan)品供給保障水平
深入實(shi)施國家糧食安全(quan)戰(zhan)略和重要農(nong)(nong)(nong)產(chan)(chan)品保(bao)障戰(zhan)略,落實(shi)藏糧于(yu)地、藏糧于(yu)技,健全(quan)輔(fu)之以利、輔(fu)之以義的(de)保(bao)障機制,強化(hua)生產(chan)(chan)、儲備、流(liu)通產(chan)(chan)業(ye)鏈供應鏈建設,構(gou)建科(ke)學合理、安全(quan)高(gao)效的(de)重要農(nong)(nong)(nong)產(chan)(chan)品供給(gei)保(bao)障體(ti)系,夯(hang)實(shi)農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村現代化(hua)的(de)物(wu)質(zhi)基礎。
第一節(jie) 穩(wen)定糧食(shi)播種面積
壓實(shi)糧食(shi)安(an)全(quan)政(zheng)治責任。落(luo)實(shi)糧食(shi)安(an)全(quan)黨(dang)政(zheng)同(tong)責,健全(quan)完善糧食(shi)安(an)全(quan)責任制(zhi),細(xi)化糧食(shi)主(zhu)產區、產銷平衡區、主(zhu)銷區考核指標。實(shi)施重要農產品區域布局和(he)分品種生(sheng)產供給(gei)方案。加強糧食(shi)生(sheng)產能力建設,守住谷(gu)物(wu)基(ji)本自給(gei)、口糧絕對(dui)安(an)全(quan)底線。完善(shan)糧(liang)(liang)(liang)食生(sheng)產(chan)扶持(chi)(chi)政策。穩(wen)定(ding)種糧(liang)(liang)(liang)農民補(bu)(bu)貼(tie),完善(shan)稻(dao)(dao)谷、小麥最低收購(gou)價(jia)政策和(he)(he)玉(yu)米(mi)、大豆生(sheng)產(chan)者補(bu)(bu)貼(tie)政策。完善(shan)糧(liang)(liang)(liang)食主產(chan)區(qu)利益補(bu)(bu)償機制,健(jian)全產(chan)糧(liang)(liang)(liang)大縣(xian)支持(chi)(chi)政策體系。鼓(gu)勵糧(liang)(liang)(liang)食主產(chan)區(qu)主銷(xiao)區(qu)之間開展多(duo)種形式(shi)的產(chan)銷(xiao)合(he)作,引導主銷(xiao)區(qu)與主產(chan)區(qu)合(he)作建設生(sheng)產(chan)基地。擴(kuo)大稻(dao)(dao)谷、小麥、玉(yu)米(mi)三大糧(liang)(liang)(liang)食作物完全成本(ben)保(bao)(bao)險(xian)(xian)和(he)(he)種植收入保(bao)(bao)險(xian)(xian)實施范圍,支持(chi)(chi)有條件的省份降低產(chan)糧(liang)(liang)(liang)大縣(xian)三大糧(liang)(liang)(liang)食作物農業(ye)保(bao)(bao)險(xian)(xian)保(bao)(bao)費縣(xian)級補(bu)(bu)貼(tie)比例。優化糧(liang)(liang)食品(pin)種結構(gou)。穩定(ding)發(fa)展(zhan)優質(zhi)(zhi)粳稻,鞏固提(ti)升南方雙季稻生(sheng)產能(neng)力。大(da)力發(fa)展(zhan)強筋(jin)、弱(ruo)筋(jin)優質(zhi)(zhi)專用小(xiao)麥,適(shi)當恢復(fu)春小(xiao)麥播種面積。適(shi)當擴大(da)優勢(shi)區玉米種植面積,鼓勵發(fa)展(zhan)青貯玉米等(deng)優質(zhi)(zhi)飼草飼料。實(shi)施大(da)豆振(zhen)興計劃,增加高油高蛋白大(da)豆供給(gei)。穩定(ding)馬鈴薯種植面積,因(yin)地制宜發(fa)展(zhan)雜糧(liang)(liang)雜豆。
第二節(jie) 加強耕地保護與質量(liang)建設(she)
堅守(shou)18億畝耕(geng)地紅線。落實(shi)最(zui)嚴格的(de)耕(geng)地保護(hu)(hu)制度(du),加強(qiang)耕(geng)地用(yong)途(tu)管(guan)制,實(shi)行永(yong)久基(ji)本農(nong)田特殊保護(hu)(hu)。嚴禁違規占(zhan)用(yong)耕(geng)地和(he)違背自然(ran)規律綠化造(zao)林、挖湖造(zao)景,嚴格控(kong)制非(fei)農(nong)建(jian)設占(zhan)用(yong)耕(geng)地,建(jian)立健(jian)全(quan)耕(geng)地數量、種糧情況監測預(yu)警及評價通(tong)報機制,堅決遏制耕(geng)地“非(fei)農(nong)化”、嚴格管(guan)控(kong)“非(fei)糧化”。改善撂荒地耕(geng)種條件,有序(xu)推進(jin)撂荒地利用(yong)。明確耕(geng)地利用(yong)優先序(xu),永(yong)久基(ji)本農(nong)田重點用(yong)于發展糧食(shi)生產,特別是(shi)保障(zhang)稻谷、小麥、玉米等谷物(wu)種植。強(qiang)化土地流(liu)轉用(yong)途(tu)監管(guan)。推進(jin)高(gao)(gao)標準農田建(jian)(jian)(jian)設(she)。實(shi)施新(xin)一輪高(gao)(gao)標準農田建(jian)(jian)(jian)設(she)規劃。高(gao)(gao)標準農田全部上圖(tu)入庫并銜接(jie)國土空間規劃“一張圖(tu)”。加(jia)大(da)農業水(shui)(shui)(shui)利設(she)施建(jian)(jian)(jian)設(she)力(li)度,因(yin)地(di)(di)制(zhi)宜推進(jin)高(gao)(gao)效節(jie)水(shui)(shui)(shui)灌(guan)溉建(jian)(jian)(jian)設(she),支持已(yi)建(jian)(jian)(jian)高(gao)(gao)標準農田改(gai)造提升。實(shi)施大(da)中型灌(guan)區續(xu)建(jian)(jian)(jian)配套和現代(dai)化(hua)改(gai)造,在(zai)水(shui)(shui)(shui)土資源適宜地(di)(di)區有(you)序新(xin)建(jian)(jian)(jian)一批大(da)型灌(guan)區。提升耕(geng)(geng)(geng)(geng)地質量(liang)水(shui)平。實(shi)施國家黑土(tu)地保護(hu)工(gong)程,因地制宜推(tui)(tui)廣保護(hu)性耕(geng)(geng)(geng)(geng)作,提高黑土(tu)地耕(geng)(geng)(geng)(geng)層厚度和(he)有(you)機質含量(liang)。推(tui)(tui)進耕(geng)(geng)(geng)(geng)地保護(hu)與質量(liang)提升行(xing)動(dong),加強(qiang)南(nan)方酸化耕(geng)(geng)(geng)(geng)地降酸改(gai)良(liang)治(zhi)理(li)和(he)北(bei)方鹽(yan)堿(jian)耕(geng)(geng)(geng)(geng)地壓鹽(yan)改(gai)良(liang)治(zhi)理(li)。加強(qiang)和(he)改(gai)進耕(geng)(geng)(geng)(geng)地占補(bu)平衡管(guan)理(li),嚴(yan)格新增耕(geng)(geng)(geng)(geng)地核實(shi)認定和(he)監(jian)管(guan),嚴(yan)禁占優補(bu)劣、占水(shui)田(tian)補(bu)旱地。健全耕(geng)(geng)(geng)(geng)地質量(liang)監(jian)測監(jian)管(guan)機制。
第(di)三節 保障其他重要農產品有效供給
發(fa)展(zhan)現代畜(chu)牧業(ye)。健全生(sheng)豬產(chan)(chan)(chan)(chan)業(ye)平穩(wen)有序發(fa)展(zhan)長效(xiao)機制,推(tui)進標(biao)準化(hua)規模養(yang)殖,將豬肉產(chan)(chan)(chan)(chan)能穩(wen)定(ding)在(zai)5500萬(wan)噸(dun)左右,防止生(sheng)產(chan)(chan)(chan)(chan)大起大落。實(shi)施(shi)牛羊發(fa)展(zhan)五年(nian)行動計(ji)劃,大力(li)發(fa)展(zhan)草(cao)食畜(chu)牧業(ye)。加強奶(nai)源基地建設,優化(hua)乳(ru)制品產(chan)(chan)(chan)(chan)品結構。穩(wen)步發(fa)展(zhan)家禽業(ye)。建設現代化(hua)飼(si)草(cao)產(chan)(chan)(chan)(chan)業(ye)體(ti)系,推(tui)進飼(si)草(cao)料(liao)專業(ye)化(hua)生(sheng)產(chan)(chan)(chan)(chan)。加快(kuai)漁(yu)業轉型升級(ji)。完(wan)善重要養殖(zhi)水(shui)(shui)(shui)域(yu)灘涂保(bao)護(hu)制度,嚴格落實(shi)養殖(zhi)水(shui)(shui)(shui)域(yu)灘涂規(gui)劃和水(shui)(shui)(shui)域(yu)灘涂養殖(zhi)證核(he)發(fa)制度,保(bao)持可養水(shui)(shui)(shui)域(yu)面積總體穩定,到(dao)2025年水(shui)(shui)(shui)產(chan)品年產(chan)量達到(dao)6900萬噸。推進水(shui)(shui)(shui)產(chan)綠色(se)健康養殖(zhi),穩步(bu)發(fa)展稻(dao)漁(yu)綜合種養、大水(shui)(shui)(shui)面生態漁(yu)業和鹽堿(jian)水(shui)(shui)(shui)養殖(zhi)。優(you)化近海綠色(se)養殖(zhi)布局,支持深遠海養殖(zhi)業發(fa)展,加快(kuai)遠洋漁(yu)業基地建設(she)(she)。加強漁(yu)港(gang)(gang)建設(she)(she)和管理,建設(she)(she)漁(yu)港(gang)(gang)經濟區。促進果菜(cai)茶(cha)(cha)多樣化發(fa)展(zhan)。發(fa)展(zhan)設(she)施(shi)農業,因地制(zhi)宜發(fa)展(zhan)林(lin)果業、中藥材、食(shi)用菌(jun)等(deng)特色產業。強化“菜(cai)籃子”市長負責制(zhi),以南菜(cai)北運(yun)基(ji)地和(he)黃淮海地區設(she)施(shi)蔬(shu)菜(cai)生產為重(zhong)點加強冬春蔬(shu)菜(cai)生產基(ji)地建設(she),以高(gao)山(shan)、高(gao)原(yuan)、高(gao)海拔(ba)等(deng)冷涼地區蔬(shu)菜(cai)生產為重(zhong)點加強夏(xia)秋蔬(shu)菜(cai)生產基(ji)地建設(she),構建品種互補(bu)、檔期合理、區域協調的供應格局(ju)。統籌茶(cha)(cha)文化、茶(cha)(cha)產業、茶(cha)(cha)科技,提升茶(cha)(cha)業發(fa)展(zhan)質量。
第四節 優(you)化(hua)農(nong)業生產布局
加強糧(liang)食(shi)(shi)(shi)生產(chan)(chan)功能(neng)區(qu)(qu)建設。以東(dong)北(bei)平原(yuan)、長(chang)江(jiang)流(liu)域、東(dong)南(nan)沿海(hai)地區(qu)(qu)為(wei)(wei)重(zhong)點(dian),建設水稻生產(chan)(chan)功能(neng)區(qu)(qu)。以黃淮海(hai)地區(qu)(qu)、長(chang)江(jiang)中(zhong)下游、西北(bei)及(ji)西南(nan)地區(qu)(qu)為(wei)(wei)重(zhong)點(dian),建設小(xiao)麥生產(chan)(chan)功能(neng)區(qu)(qu)。以東(dong)北(bei)平原(yuan)、黃淮海(hai)地區(qu)(qu)以及(ji)汾(fen)河和渭河流(liu)域為(wei)(wei)重(zhong)點(dian),建設玉米生產(chan)(chan)功能(neng)區(qu)(qu)。加大糧(liang)食(shi)(shi)(shi)生產(chan)(chan)功能(neng)區(qu)(qu)政策支持力度,相關農(nong)業資金向糧(liang)食(shi)(shi)(shi)生產(chan)(chan)功能(neng)區(qu)(qu)傾斜(xie),優先支持糧(liang)食(shi)(shi)(shi)生產(chan)(chan)功能(neng)區(qu)(qu)內目標作物種植。以產(chan)(chan)糧(liang)大縣集中(zhong)、基礎(chu)條(tiao)件良好(hao)的(de)區(qu)(qu)域為(wei)(wei)重(zhong)點(dian),打造生產(chan)(chan)基礎(chu)穩固(gu)、產(chan)(chan)業鏈條(tiao)完(wan)善(shan)、集聚集群融合、綠色優質高效的(de)國(guo)家糧(liang)食(shi)(shi)(shi)安全產(chan)(chan)業帶。加強(qiang)(qiang)重要農產(chan)(chan)品生(sheng)(sheng)產(chan)(chan)保(bao)(bao)護(hu)(hu)區(qu)(qu)(qu)(qu)建(jian)設。以(yi)(yi)東北地(di)區(qu)(qu)(qu)(qu)為重點(dian)、黃淮海(hai)(hai)(hai)地(di)區(qu)(qu)(qu)(qu)為補充(chong),提升(sheng)大豆(dou)生(sheng)(sheng)產(chan)(chan)保(bao)(bao)護(hu)(hu)區(qu)(qu)(qu)(qu)綜(zong)合生(sheng)(sheng)產(chan)(chan)能力。以(yi)(yi)新(xin)疆為重點(dian)、長(chang)江(jiang)和黃河流域的沿(yan)海(hai)(hai)(hai)沿(yan)江(jiang)環(huan)湖地(di)區(qu)(qu)(qu)(qu)為補充(chong),建(jian)設棉花(hua)生(sheng)(sheng)產(chan)(chan)保(bao)(bao)護(hu)(hu)區(qu)(qu)(qu)(qu)。以(yi)(yi)長(chang)江(jiang)流域為重點(dian),擴大油(you)菜生(sheng)(sheng)產(chan)(chan)保(bao)(bao)護(hu)(hu)區(qu)(qu)(qu)(qu)種植面積(ji)。積(ji)極(ji)發展黃淮海(hai)(hai)(hai)地(di)區(qu)(qu)(qu)(qu)花(hua)生(sheng)(sheng)生(sheng)(sheng)產(chan)(chan),穩定提升(sheng)長(chang)江(jiang)中下游地(di)區(qu)(qu)(qu)(qu)油(you)茶生(sheng)(sheng)產(chan)(chan),推進西北地(di)區(qu)(qu)(qu)(qu)油(you)葵(kui)、芝麻、胡麻等油(you)料作物發展。鞏固(gu)提升(sheng)廣西、云南糖料蔗(zhe)生(sheng)(sheng)產(chan)(chan)保(bao)(bao)護(hu)(hu)區(qu)(qu)(qu)(qu)產(chan)(chan)能。加強(qiang)(qiang)海(hai)(hai)(hai)南、云南、廣東天然(ran)橡膠生(sheng)(sheng)產(chan)(chan)保(bao)(bao)護(hu)(hu)區(qu)(qu)(qu)(qu)膠園建(jian)設。加(jia)強特(te)色農產(chan)(chan)品(pin)(pin)優(you)勢區建(jian)設(she)(she)。發掘特(te)色資源(yuan)優(you)勢,建(jian)設(she)(she)特(te)色農產(chan)(chan)品(pin)(pin)優(you)勢區,完善特(te)色農產(chan)(chan)品(pin)(pin)優(you)勢區體系。強化科技支撐、質量控(kong)制、品(pin)(pin)牌建(jian)設(she)(she)和產(chan)(chan)品(pin)(pin)營銷,建(jian)設(she)(she)一(yi)批特(te)色農產(chan)(chan)品(pin)(pin)標準(zhun)化生產(chan)(chan)、加(jia)工和倉儲物流基地,培育一(yi)批特(te)色糧(liang)經作物、園藝產(chan)(chan)品(pin)(pin)、畜(chu)產(chan)(chan)品(pin)(pin)、水產(chan)(chan)品(pin)(pin)、林特(te)產(chan)(chan)品(pin)(pin)產(chan)(chan)業帶。

1.高標準農田建設。以永久基本農田、糧食生產功能區和重要農產品生產保護區為重點,新建高標準農田2.75億畝,其中新增高效節水灌溉面積0.6億畝,并改造提升現有高標準農田1.05億畝。 2.黑土地保護。以土壤侵蝕治理、農田基礎設施建設、肥沃耕層構建、鹽堿漬澇治理為重點,加強黑土地綜合治理。實施東北黑土地保護性耕作行動計劃,保護性耕作實施面積達到1.4億畝。 3.國家糧食安全產業帶建設。立足水稻、小麥、玉米、大豆等生產供給,統籌布局生產、加工、儲備、流通等能力建設,打造東北平原、黃淮海地區、長江中下游地區等糧食安全產業帶。 4.優質糧食工程。推進糧食優產、優購、優儲、優加、優銷“五優聯動”,統籌開展糧食綠色倉儲、品種品質品牌、質量追溯、機械裝備、應急保障能力、節約減損健康消費“六大提升行動”,加快建設現代化糧食產業體系。 5.棉油糖膠生產能力建設。改善棉田基礎設施條件,加大采棉機械推廣力度。加快坡改梯和中低產蔗田改造,建設一批規模化機械化、高產高效的優質糖料生產基地。推進油茶等木本油料低產低效林改造。加快老殘膠園更新改造。 6.綠色高質高效行動。選擇一批糧油作物生產基礎好、產業集中度高的縣(市、區),集成推廣區域性、標準化高產高效技術,示范帶動大面積均衡增產增效、提質增效。 7.動物防疫和農作物病蟲害防治。提升動物疫病國家參考實驗室和病原學監測區域中心設施條件,改善牧區動物防疫專用設施和基層動物疫苗冷藏設施,建設動物防疫指定通道和病死動物無害化處理場。建設水生動物疫病監控監測中心和實驗室。分級建設農作物病蟲害監測、應急防治和農藥風險監控等中心。 8.生豬標準化養殖。啟動實施新一輪生豬標準化規模養殖提升行動,推動一批生豬標準化養殖場改造養殖飼喂、動物防疫及糞污處理等設施裝備,繼續開展生豬調出大縣獎勵,加大規模養豬場信貸支持。 9.草食畜牧業提升。實施基礎母畜擴群提質和南方草食畜牧業增量提質行動,引導一批肉牛肉羊規模養殖場實施畜禽圈舍標準化、集約化、智能化改造。 10.奶業振興工程。改造升級一批適度規模奶牛養殖場,推動重點奶牛養殖大縣整縣推進生產數字化管理,建設一批重點區域生鮮乳質量檢測中心,建設一批優質飼草料基地。 11.水產養殖轉型升級。實施水產健康養殖提升行動,創建一批國家級水產健康養殖和生態養殖示范區。發展深遠海大型智能化養殖漁場。 12.漁船更新改造和漁港建設。推動漁船及裝備更新改造和減船轉產,建造新材料、新能源漁船。加強沿海現代漁港建設,提高漁港避風能力。 |

1.農業科技創新能力建設。圍繞生物育種、生物安全、資源環境、智能農機、農產品深加工、綠色投入品創制等領域,新建一批農業重大科技設施裝備、重點實驗室和農業科學觀測實驗站。 2.基層農技推廣體系建設。實施基層農技推廣體系改革與建設項目,壯大科技特派員和特聘農技員隊伍,建設200個國家現代農業科技示范展示基地、5000個區域農業科技示范基地,培育一批農業科技服務公司。 3.現代種業。建設國家農作物種質資源長期庫、種質資源中期庫圃,提升海南、甘肅、四川等國家級育制種基地水平,建設黑龍江大豆等區域性育制種基地。新建、改擴建國家畜禽和水產品種質資源庫、保種場(區)、基因庫,推進國家級畜禽核心育種場建設。改擴建2個分子育種創新服務平臺。 4.農業機械化。穩定實施農機購置補貼政策,創建300個農作物生產全程機械化示范縣,建設300個設施農業和規模養殖全程機械化示范縣,推進農機深松整地和丘陵山區農田宜機化改造。加強農業機械搶種搶收搶烘服務能力建設。 5.新型農業經營主體培育提升行動。創建300個左右家庭農場示范縣和1500個左右示范家庭農場。開展國家、省、市、縣級農民合作社示范社四級聯創,擴大農民合作社質量提升整縣推進試點范圍。 6.農業生產“三品一標”提升行動。培育一批有自主知識產權的核心種源和節水節肥節藥新品種,建設800個綠色標準化農產品生產基地、500個畜禽養殖標準化示范場,打造300個以上國家級農產品區域公用品牌、500個以上企業品牌、1000個以上農產品品牌。 |

第四節(jie) 推進農村創業創新
支(zhi)持農民工(gong)、大中專畢業生、退役(yi)軍人(ren)、科技人(ren)員(yuan)(yuan)和(he)工(gong)商業主等返鄉(xiang)(xiang)(xiang)入鄉(xiang)(xiang)(xiang)創(chuang)(chuang)業,鼓勵能(neng)工(gong)巧匠和(he)“田秀才”、“土(tu)專家”等鄉(xiang)(xiang)(xiang)村(cun)能(neng)人(ren)在鄉(xiang)(xiang)(xiang)創(chuang)(chuang)業。推動(dong)城市各類人(ren)才投身鄉(xiang)(xiang)(xiang)村(cun)產(chan)業發展。依(yi)托(tuo)(tuo)各類園(yuan)區(qu)、企業、知(zhi)名村(cun)鎮等,建設一批農村(cun)創(chuang)(chuang)業創(chuang)(chuang)新(xin)(xin)(xin)園(yuan)區(qu)(孵化(hua)實(shi)訓(xun)基地(di))、農民工(gong)返鄉(xiang)(xiang)(xiang)創(chuang)(chuang)業園(yuan),打(da)造(zao)一批眾創(chuang)(chuang)空間(jian)、星(xing)創(chuang)(chuang)天地(di)等創(chuang)(chuang)業創(chuang)(chuang)新(xin)(xin)(xin)孵化(hua)載體(ti)。依(yi)托(tuo)(tuo)現有資源建立農村(cun)創(chuang)(chuang)業創(chuang)(chuang)新(xin)(xin)(xin)導師(shi)隊(dui)伍,為(wei)農村(cun)創(chuang)(chuang)業人(ren)員(yuan)(yuan)提供(gong)(gong)精準(zhun)指導服(fu)務(wu)。依(yi)托(tuo)(tuo)普通高等院(yuan)校、職(zhi)業院(yuan)校和(he)相關培(pei)訓(xun)機構(gou),讓有意(yi)愿(yuan)的(de)創(chuang)(chuang)業創(chuang)(chuang)新(xin)(xin)(xin)人(ren)員(yuan)(yuan)參加創(chuang)(chuang)業創(chuang)(chuang)新(xin)(xin)(xin)培(pei)訓(xun),對符(fu)合條件的(de)人(ren)員(yuan)(yuan)按(an)規定給予(yu)培(pei)訓(xun)補貼(tie)。制定分區(qu)域(yu)、差異化(hua)創(chuang)(chuang)業創(chuang)(chuang)新(xin)(xin)(xin)扶持政策,推動(dong)落(luo)實(shi)創(chuang)(chuang)業補貼(tie)政策,加大創(chuang)(chuang)業貸款等支(zhi)持力(li)度。支(zhi)持有條件的(de)縣(xian)鄉(xiang)(xiang)(xiang)政務(wu)大廳設立創(chuang)(chuang)業創(chuang)(chuang)新(xin)(xin)(xin)服(fu)務(wu)窗口,提供(gong)(gong)“一站式”服(fu)務(wu)。

1.農業現代化示范區建設。加強資源整合、政策集成,改善物質裝備技術條件,創建500個左右農業現代化示范區,探索差異化、特色化的農業現代化發展模式。 2.農村產業融合發展。創建一批國家現代農業產業園,培育一批農業產業強鎮、全國“一村一品”示范村鎮和產值超100億元的優勢特色產業集群,建設一批科技示范園區、現代林業產業示范區。繼續創建認定一批國家農村產業融合發展示范園,完善相關配套設施,鼓勵各地創建省級示范園。新認定一批農業產業化國家重點龍頭企業,培育3000個農業產業化聯合體。 3.農產品加工業提升。建設一批集成度高、系統化強、能應用、可復制的農產品加工技術集成科研基地,在農牧漁業大縣(市)建設一批農產品加工園,打造一批國際農產品加工園,創建一批農產品加工示范企業。 4.農產品冷鏈物流設施。以鮮活農產品主產區和特色農產品優勢區為重點,支持5萬個新型農業經營主體建設農產品產地冷藏保鮮設施,建設一批產地冷鏈集配中心。建設30個全國性和70個區域性農產品骨干冷鏈物流基地。改造畜禽定點屠宰加工廠冷鏈儲藏和運輸設施。 5.休閑農業和鄉村旅游精品工程。建設300個休閑農業重點縣、1500個美麗休閑鄉村,推介1000條鄉村休閑旅游精品景點線路。 6.農村創業創新帶頭人培育行動。打造1500個農村創業創新園區和孵化實訓基地,培育10萬名農村創業創新導師和100萬名帶頭人,帶動1500萬名返鄉入鄉人員創業。 |

第一節(jie) 科學推進鄉村規(gui)劃
完(wan)善縣(xian)(xian)鎮村規劃布局。強(qiang)化(hua)縣(xian)(xian)域(yu)國土(tu)空間規劃管控,統籌(chou)劃定落(luo)實永久(jiu)基本(ben)農田(tian)、生態保(bao)(bao)護紅線、城鎮開發(fa)邊界(jie)。統籌(chou)縣(xian)(xian)城、鄉(xiang)鎮、村莊規劃建設,明確村莊分類布局。推(tui)進縣(xian)(xian)域(yu)產業(ye)發(fa)展、基礎設施、公(gong)共服務、生態環境保(bao)(bao)護等一體規劃,加快形成縣(xian)(xian)鄉(xiang)村功能銜接互補的建管格局,推(tui)動(dong)公(gong)共資源在(zai)縣(xian)(xian)域(yu)內實現優化(hua)配置(zhi)。加快(kuai)推(tui)(tui)進(jin)村(cun)(cun)(cun)莊(zhuang)規(gui)劃(hua)。按照集聚(ju)提(ti)升類、城(cheng)郊融合類、特(te)色保護類和(he)搬遷撤(che)并類等村(cun)(cun)(cun)莊(zhuang)分(fen)類,分(fen)類推(tui)(tui)進(jin)村(cun)(cun)(cun)莊(zhuang)規(gui)劃(hua)。優化布局(ju)鄉(xiang)村(cun)(cun)(cun)生(sheng)活空間,嚴(yan)格保護農業(ye)生(sheng)產空間和(he)鄉(xiang)村(cun)(cun)(cun)生(sheng)態空間,科學劃(hua)定(ding)養(yang)殖業(ye)適養(yang)、限養(yang)、禁養(yang)區域(yu)。堅持先規(gui)劃(hua)后建(jian)設,加強(qiang)分(fen)類指(zhi)導,保持歷(li)史耐心,遵循鄉(xiang)村(cun)(cun)(cun)發(fa)展規(gui)律,注重傳統特(te)色和(he)鄉(xiang)村(cun)(cun)(cun)風貌保護,不搞一刀切。嚴(yan)禁隨意撤(che)并村(cun)(cun)(cun)莊(zhuang)搞大社(she)區、違背農民意愿大拆大建(jian)。

第四節(jie) 加快數字鄉村建設

1.農村道路暢通。因地制宜推進鄉鎮通三級及以上公路、自然村通硬化路,加強村組連通和村內道路建設。推進老舊公路改造和窄路基路面加寬改造,強化農村公路與國省干線公路、城市道路、村內道路銜接。 2.農村供水保障。推進農村水源保護和供水保障工程建設,更新改造一批老舊供水工程和管網,提高規模化供水工程覆蓋農村人口比例。 3.鄉村清潔能源建設。實施農村電網鞏固提升工程,因地制宜發展農村地區電供暖、生物質能源清潔供暖,加強煤炭清潔化利用,推進散煤替代。 4.農村物流體系建設。加強縣鄉村物流基礎設施建設,鼓勵地方建設縣鎮物流基地、農村電子商務配送站點,選擇部分地區建設面向農村的共同配送中心。 5.農村人居環境整治提升。有序推進經濟欠發達地區以及高海拔、寒冷、缺水地區的農村改廁。因地制宜建設一批廁所糞污、農村生活污水處理設施和農村有機廢棄物綜合處置利用設施。支持600個縣整縣推進農村人居環境整治。創建一批美麗宜居村莊。 6.鄉村信息基礎設施建設。推動農村千兆光網、5G、移動物聯網與城市同步規劃建設,提升農村寬帶網絡水平。全面推進互聯網協議第六版(IPv6)技術在農村信息基礎設施、信息終端、技術產品、應用軟件中的廣泛應用。推廣大田作物精準播種、精準施肥施藥、精準收獲,推動設施園藝、畜禽水產養殖和漁船漁港智能化應用。實施農業農村大數據應用行動。 |

1.農村教育質量提升行動。改善鄉鎮寄宿制學校和鄉村小規模學校辦學條件,加強縣域普通高中學校建設,支持20萬人口以上的縣特殊教育學校建設。每年安排建設一批普惠性幼兒園。改善農村中小學信息化基礎設施,加強國家中小學網絡云平臺資源應用。繼續實施“特崗計劃”。 2.鄉村健康服務提升行動。加強村衛生室標準化建設,依托現有資源,選建一批中心衛生院,建設一批農村縣域醫療衛生次中心。加快縣域緊密型醫共體建設,提高縣級醫院醫療服務水平。推動縣(市、區)婦幼保健機構提高服務能力。 3.農村養老服務體系建設行動。提升縣級特困供養服務機構失能照護和集中供養能力,每個縣(市、區)至少建有1所縣級供養服務機構。拓展鄉鎮敬老院區域養老服務中心功能,完善村級互助養老服務設施,解決農村老年人生活照料、就餐就醫等問題。 4.村級綜合服務設施提升。改擴建行政村綜合性公共服務用房,建設一站式服務大廳、多功能活動室、圖書閱覽室等。 |

第一節 推進質(zhi)量興農綠色興農

第(di)二節(jie) 加強農業面(mian)源污染防治
持續推(tui)(tui)進化(hua)(hua)肥(fei)農(nong)藥(yao)減量增(zeng)效(xiao)。深入(ru)(ru)開展測土(tu)配(pei)方(fang)施肥(fei),持續優(you)化(hua)(hua)肥(fei)料投入(ru)(ru)品結構,增(zeng)加有機肥(fei)使用(yong)(yong),推(tui)(tui)廣肥(fei)料高(gao)效(xiao)施用(yong)(yong)技(ji)術。積極(ji)穩妥推(tui)(tui)進高(gao)毒高(gao)風險農(nong)藥(yao)淘汰,加快(kuai)推(tui)(tui)廣低(di)毒低(di)殘(can)留農(nong)藥(yao)和(he)高(gao)效(xiao)大中型植(zhi)保(bao)機械(xie),因地制宜集成應用(yong)(yong)病蟲害(hai)綠色防(fang)控(kong)技(ji)術。推(tui)(tui)進獸用(yong)(yong)抗菌(jun)藥(yao)使用(yong)(yong)減量化(hua)(hua),規范飼料和(he)飼料添加劑生產使用(yong)(yong)。到(dao)(dao)2025年(nian),主(zhu)要農(nong)作物化(hua)(hua)肥(fei)、農(nong)藥(yao)利(li)用(yong)(yong)率均達到(dao)(dao)43%以上。循環(huan)利(li)(li)用(yong)農(nong)(nong)業廢棄(qi)物。支持(chi)發展種養(yang)有(you)機(ji)結(jie)合的綠色循環(huan)農(nong)(nong)業,持(chi)續開(kai)展畜禽糞污(wu)資源化(hua)(hua)利(li)(li)用(yong),加強規模(mo)養(yang)殖場糞污(wu)治理(li)設施建設,推(tui)(tui)進糞肥(fei)還(huan)田利(li)(li)用(yong)。全面實施秸(jie)稈綜合利(li)(li)用(yong)行動,健全秸(jie)稈收儲運體系,提(ti)升(sheng)秸(jie)稈能源化(hua)(hua)、飼料(liao)化(hua)(hua)利(li)(li)用(yong)能力。加快(kuai)普及標(biao)準(zhun)地膜(mo),加強可降解(jie)農(nong)(nong)膜(mo)研發推(tui)(tui)廣,推(tui)(tui)進廢舊農(nong)(nong)膜(mo)機(ji)械化(hua)(hua)撿拾和專業化(hua)(hua)回(hui)收。開(kai)展農(nong)(nong)藥肥(fei)料(liao)包裝廢棄(qi)物回(hui)收利(li)(li)用(yong)。加強污(wu)染耕(geng)地(di)治理(li)。開展農用(yong)地(di)土壤污(wu)染狀況調(diao)查,實(shi)施(shi)耕(geng)地(di)土壤環(huan)境質量分類管理(li)。對輕中度(du)污(wu)染耕(geng)地(di)加大安全利用(yong)技(ji)術推廣(guang)力度(du);對重度(du)污(wu)染耕(geng)地(di)實(shi)行嚴格管控(kong),開展種植結構調(diao)整或(huo)在國(guo)家批準的規模和范圍內實(shi)施(shi)退(tui)耕(geng)還林還草。深入(ru)實(shi)施(shi)耕(geng)地(di)重金屬污(wu)染防治聯合攻關(guan),加強修復(fu)治理(li)和安全利用(yong)示范。鞏固提升受污(wu)染耕(geng)地(di)安全利用(yong)水平。
第三節 保護(hu)修(xiu)復農(nong)村(cun)生態系統
強化農(nong)業(ye)(ye)資源保(bao)(bao)護(hu)。深入推進(jin)農(nong)業(ye)(ye)水(shui)(shui)(shui)價綜合改(gai)革,健全節(jie)水(shui)(shui)(shui)激勵機(ji)制(zhi),建立量水(shui)(shui)(shui)而行、以(yi)水(shui)(shui)(shui)定產的(de)農(nong)業(ye)(ye)用水(shui)(shui)(shui)制(zhi)度(du)。發展(zhan)節(jie)水(shui)(shui)(shui)農(nong)業(ye)(ye)和旱(han)作農(nong)業(ye)(ye),推進(jin)南水(shui)(shui)(shui)北調工(gong)程沿線(xian)農(nong)業(ye)(ye)深度(du)節(jie)水(shui)(shui)(shui)。實施地下(xia)水(shui)(shui)(shui)超采綜合治理(li)。健全耕地輪(lun)作休耕制(zhi)度(du)。落實海(hai)洋(yang)漁(yu)(yu)(yu)業(ye)(ye)資源總(zong)量管(guan)理(li)制(zhi)度(du),完善捕撈(lao)限額管(guan)理(li)和休漁(yu)(yu)(yu)禁漁(yu)(yu)(yu)制(zhi)度(du),持(chi)(chi)續開展(zhan)海(hai)洋(yang)捕撈(lao)漁(yu)(yu)(yu)民減船轉產。嚴格保(bao)(bao)護(hu)管(guan)理(li)珍貴(gui)瀕危水(shui)(shui)(shui)生(sheng)野生(sheng)動物及其(qi)棲息地,嚴厲(li)打擊(ji)非(fei)法捕撈(lao)行為,持(chi)(chi)續開展(zhan)漁(yu)(yu)(yu)業(ye)(ye)增殖放(fang)流,高(gao)標準(zhun)建設海(hai)洋(yang)牧(mu)場。強化外來入侵物種防控(kong)。健全(quan)草(cao)(cao)原森林(lin)河(he)流湖(hu)泊休養(yang)生(sheng)(sheng)息制(zhi)度。完善草(cao)(cao)原生(sheng)(sheng)態(tai)(tai)(tai)保護補助獎勵政策(ce),全(quan)面推進草(cao)(cao)原禁牧休牧輪牧,強化草(cao)(cao)原生(sheng)(sheng)物災(zai)害防治,穩(wen)步恢復草(cao)(cao)原生(sheng)(sheng)態(tai)(tai)(tai)環境(jing)。實行林(lin)長(chang)制(zhi),制(zhi)定綠化造林(lin)等(deng)生(sheng)(sheng)態(tai)(tai)(tai)建設目(mu)標,鞏固退(tui)耕還(huan)林(lin)還(huan)草(cao)(cao)、退(tui)田還(huan)湖(hu)還(huan)濕(shi)成(cheng)果,推進荒(huang)漠(mo)化、石漠(mo)化、水(shui)土流失綜合治理。建設田園生(sheng)(sheng)態(tai)(tai)(tai)系統,完善農(nong)(nong)田生(sheng)(sheng)態(tai)(tai)(tai)廊道,營造復合型、生(sheng)(sheng)態(tai)(tai)(tai)型農(nong)(nong)田林(lin)網。強化河(he)湖(hu)長(chang)制(zhi),加(jia)強大(da)江大(da)河(he)和重(zhong)要湖(hu)泊濕(shi)地(di)生(sheng)(sheng)態(tai)(tai)(tai)保護治理。以(yi)縣(xian)域為單元,推進水(shui)系連(lian)通和農(nong)(nong)村(cun)水(shui)系綜合整治,建設一批水(shui)美鄉村(cun)。推動農(nong)業(ye)農(nong)村減(jian)(jian)排固(gu)(gu)碳。加強綠色低碳、節(jie)能環保的新技術新產品研發和產業(ye)化應用。以耕地質量提(ti)升、漁業(ye)生態(tai)養殖等為重點(dian),鞏固(gu)(gu)提(ti)升農(nong)業(ye)生態(tai)系(xi)統碳匯能力。推動農(nong)業(ye)產業(ye)園區(qu)和產業(ye)集群(qun)循環化改造,開展農(nong)業(ye)農(nong)村可再生能源替代示(shi)范(fan)。建(jian)立健全農(nong)業(ye)農(nong)村減(jian)(jian)排固(gu)(gu)碳監測網絡和標準體(ti)系(xi)。推(tui)進(jin)重點(dian)區域生(sheng)態環境保(bao)護。全面實(shi)施長江(jiang)流域重點(dian)水域十年禁漁(yu),推(tui)進(jin)以長江(jiang)為重點(dian)的漁(yu)政執法能力建(jian)設,做好退捕(bu)漁(yu)民安置保(bao)障工作。推(tui)進(jin)長江(jiang)水生(sheng)生(sheng)物資源和水域生(sheng)態保(bao)護修復(fu),實(shi)施中華鱘(xun)、長江(jiang)江(jiang)豚、長江(jiang)鱘(xun)拯救(jiu)行動(dong)計劃。開展(zhan)長江(jiang)、黃河流域農業面源污染(ran)治(zhi)理(li),實(shi)施深度節(jie)水控水行動(dong)。建(jian)立生(sheng)態產品價(jia)值實(shi)現機制,在(zai)長江(jiang)流域等開展(zhan)試點(dian)。

1.農業標準化提升。加快構建農業高質量生產的標準體系,制修訂3000項農業領域國家和行業標準,建設300個現代農業全產業鏈標準集成應用基地,支持1000個地理標志農產品發展。建設一批生態農場。 2.農產品質量安全保障。強化基層監管手段條件建設,建設農產品質量安全指揮調度中心、基層監管服務站和監管實訓基地,建設500個國家農產品質量安全縣、1000個智慧監管試點。 3.農業面源污染治理。深入實施農藥化肥減量行動,以東北地區為重點整縣推進秸稈綜合利用,在重點用膜區整縣推進農膜回收,在畜禽養殖主產區持續推進糞污資源化利用,在水產養殖主產區推進養殖尾水治理。在長江經濟帶、黃河流域環境敏感區建設200個農業面源污染綜合治理示范縣。 4.耕地土壤污染防治。以耕地土壤污染防治重點縣為重點,加強污染耕地土壤治理,對輕中度污染耕地落實農藝調控措施,嚴格管控重度污染耕地。 5.耕地輪作休耕制度試點。在東北冷涼區、北方農牧交錯區、西北地區、黃淮海地區實施糧油、糧豆等輪作;在長江流域推行稻油、稻稻油輪作模式;在河北、黑龍江、新疆的地下水超采區實施休耕試點,集成推廣一批不同地區用地養地結合技術模式。 6.水生生物資源養護行動。增殖放流各類水產苗種及珍貴瀕危物種超過1000億單位,實施水生生物物種保護行動計劃,保護修復關鍵棲息地,科學開展遷地保護。建立長江水生生物資源及棲息地監測網絡,實施長江生物完整性指數評價。建設一批國家級海洋牧場示范區。 7.長江禁捕等漁政執法能力建設。強化長江禁捕水域漁政執法監管能力,建設統一的漁政執法遠程監控指揮調度系統,加強視頻監控、雷達監控、漁政執法船艇(躉船)、無人機設施設備建設。持續開展中國漁政亮劍專項執法行動。 8.外來入侵物種防控。啟動實施外來入侵物種全面調查,推動建設一批天敵繁育基地和綜合防控示范區,因地制宜探索推廣綠色防控技術模式。 |

1.特色種養業提升行動。組織脫貧縣編制特色種養業發展規劃,加快農產品倉儲保鮮、冷鏈物流設施建設,持續推進特色農產品品牌創建和產銷精準對接。 2.以工代賑工程。因地制宜在脫貧地區實施一批投資規模小、技術門檻低、前期工作簡單、務工技能要求不高的農業農村基礎設施建設項目,優先吸納已脫貧戶特別是脫貧不穩定戶、邊緣易致貧戶和其他農村低收入人口參與工程建設。 3.鄉村振興重點幫扶縣集中支持。從財政、金融、土地、人才、基礎設施建設、公共服務等方面,加大對西部地區160個國家鄉村振興重點幫扶縣的支持力度,增強其區域發展能力。 4.東西部協作。加大幫扶資金投入,加強產業合作,共建產業園區,推動產業梯度轉移。建立健全勞務輸出精準對接機制,有序轉移西部地區勞動力到東部地區就業。東部地區繼續選派干部、教師、醫生、農技人員等到西部地區幫扶。 5.定點幫扶。發揮中央單位人才、信息、資源等優勢,創新幫扶舉措,幫助定點幫扶縣特別是國家鄉村振興重點幫扶縣發展特色主導產業,拓展農產品銷售渠道,繼續選派掛職干部,強化當地人才培養。 6.“萬企興萬村”行動。聚焦鄉村產業和鄉村建設,引導民營企業引領做大做強脫貧地區優勢特色產業,積極參與農村基礎設施建設和公共服務提升,帶動更多資源和要素投向鄉村。 |

發揮共建(jian)“一帶一路”在擴大農業對(dui)外(wai)開放(fang)合(he)(he)作中(zhong)的(de)重要作用,深化(hua)多雙邊農業合(he)(he)作。加強(qiang)境外(wai)農業合(he)(he)作園區和(he)(he)農業對(dui)外(wai)開放(fang)合(he)(he)作試驗區建(jian)設。圍繞糧食安全(quan)(quan)(quan)、氣候變(bian)化(hua)、綠(lv)色發展(zhan)、水產(chan)等領域,積極參與全(quan)(quan)(quan)球(qiu)農業科(ke)技合(he)(he)作,建(jian)設上海合(he)(he)作組織農業技術(shu)交流培訓示(shi)范基地。建(jian)設農業國(guo)際貿(mao)(mao)易(yi)高質量(liang)發展(zhan)基地、農產(chan)品國(guo)家外(wai)貿(mao)(mao)轉型升級基地、農業特色服(fu)務(wu)出口基地,推(tui)進農業服(fu)務(wu)貿(mao)(mao)易(yi)發展(zhan)。深度參與世界貿(mao)(mao)易(yi)組織涉(she)農談判(pan)和(he)(he)全(quan)(quan)(quan)球(qiu)糧農治理(li)。如(ru)期完成全(quan)(quan)(quan)球(qiu)人道主義應急倉庫和(he)(he)樞紐建(jian)設任務(wu)。

1.縣鄉村基本公共服務一體化試點示范。在東、中、西部和東北地區選擇一批縣(市、區),開展縣鄉村基本公共服務一體化試點示范,賦予縣級更多資源整合使用權,推動縣鄉村基本公共服務功能銜接互補。 2.農村宅基地改革試點。在全國104個縣(市、區)以及3個地級市開展新一輪農村宅基地制度改革試點,探索落實宅基地所有權、保障宅基地農戶資格權和農民房屋財產權、適度放活宅基地和農民房屋使用權的具體路徑和辦法。 3.農村改革試驗區集成創新。開展農村改革試驗區建設行動,集中力量建設一批農村集成改革示范區、農業農村高質量發展改革示范區和鄉村善治改革示范區。開展農村改革試點成果轉化行動,推介100個農村改革創新案例。 4.鄉村招才引智行動。建立城市人才定期服務鄉村制度,每年引導10萬名左右優秀教師、醫生、科技人員、社會工作者等服務脫貧地區、邊疆民族地區和革命老區。 5.鄉村振興金融服務行動。推動金融機構在縣域布設一批網點,不斷優化擴大縣域網點覆蓋面,開發一批適合農業農村特點的金融產品和服務,推進農業保險提標擴面。 |
第十章 健全(quan)規劃落實機制 保(bao)障規劃順利(li)實施
堅持和加強黨(dang)對(dui)“三農”工(gong)作的全面(mian)領導,健(jian)全中(zhong)央統籌、省負總責、市縣鄉抓落(luo)實(shi)的農村工(gong)作領導體(ti)制,調動(dong)各方面(mian)資源要(yao)素,凝聚全社會力量,扎實(shi)有序(xu)推進中(zhong)國特色農業農村現代(dai)化。
第一(yi)節 加強組織(zhi)領導
建(jian)立農業(ye)農村(cun)部、國(guo)家發展改革委牽頭的(de)(de)農業(ye)農村(cun)現(xian)(xian)代化(hua)規(gui)劃實(shi)(shi)(shi)施推進(jin)(jin)機制,制定年度任(ren)(ren)(ren)務(wu)清(qing)單(dan)和工(gong)作臺賬(zhang),明(ming)確(que)任(ren)(ren)(ren)務(wu)分工(gong),統籌研究解(jie)決規(gui)劃實(shi)(shi)(shi)施過程(cheng)中的(de)(de)重要(yao)問題,推進(jin)(jin)重大建(jian)設項目,跟蹤督促規(gui)劃各項任(ren)(ren)(ren)務(wu)落實(shi)(shi)(shi),重要(yao)情況及時向國(guo)務(wu)院報告。各省(自治區(qu)、直轄市)依照本規(gui)劃,結合(he)實(shi)(shi)(shi)際制定本地(di)區(qu)農業(ye)農村(cun)現(xian)(xian)代化(hua)推進(jin)(jin)規(gui)劃或方(fang)案,明(ming)確(que)目標任(ren)(ren)(ren)務(wu),細化(hua)政策措施。各部門要(yao)根據規(gui)劃任(ren)(ren)(ren)務(wu)分工(gong),強化(hua)政策配套,協同推進(jin)(jin)規(gui)劃實(shi)(shi)(shi)施。
第二(er)節 強化規劃銜接
發(fa)揮(hui)本(ben)規(gui)劃(hua)(hua)(hua)對農(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)村(cun)發(fa)展(zhan)的(de)(de)戰略導向(xiang)作用(yong),聚焦本(ben)規(gui)劃(hua)(hua)(hua)確定的(de)(de)農(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)村(cun)現代(dai)化目標任務,在種植業(ye)、畜牧業(ye)、漁業(ye)和(he)農(nong)(nong)(nong)(nong)(nong)業(ye)綠(lv)色發(fa)展(zhan)、農(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)村(cun)科技、農(nong)(nong)(nong)(nong)(nong)產品冷(leng)鏈物(wu)流設施(shi)、數字(zi)農(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)村(cun)等重點領域,制定實(shi)施(shi)一批農(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)村(cun)專項(xiang)(xiang)規(gui)劃(hua)(hua)(hua),推動項(xiang)(xiang)目跟著規(gui)劃(hua)(hua)(hua)走(zou)、資金和(he)要素跟著項(xiang)(xiang)目走(zou)。加強農(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)村(cun)發(fa)展(zhan)規(gui)劃(hua)(hua)(hua)管理(li),建立(li)農(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)村(cun)規(gui)劃(hua)(hua)(hua)目錄清單制度。建立(li)健全規(gui)劃(hua)(hua)(hua)銜(xian)接協調機制,農(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)村(cun)領域各專項(xiang)(xiang)規(gui)劃(hua)(hua)(hua)須與本(ben)規(gui)劃(hua)(hua)(hua)銜(xian)接。
第三節(jie) 動(dong)員社(she)會(hui)參與
搭建社會參與平臺,構建政府、市場、社會協(xie)同推(tui)進農(nong)(nong)(nong)業農(nong)(nong)(nong)村(cun)現代化的(de)工(gong)作(zuo)格局。調動(dong)基層(ceng)干部(bu)和農(nong)(nong)(nong)民(min)群眾(zhong)的(de)積極性、主(zhu)動(dong)性、創造(zao)性,發揮工(gong)會、共青團(tuan)、婦聯(lian)、科協(xie)等群團(tuan)組(zu)織(zhi)和各民(min)主(zhu)黨派、工(gong)商聯(lian)、無黨派人士積極作(zuo)用(yong),凝聚推(tui)進農(nong)(nong)(nong)業農(nong)(nong)(nong)村(cun)現代化的(de)強大合力。建設農(nong)(nong)(nong)業農(nong)(nong)(nong)村(cun)發展(zhan)新(xin)型智庫(ku),健(jian)全專家(jia)決策咨詢制度。宣(xuan)傳一批作(zuo)出(chu)杰出(chu)貢獻的(de)農(nong)(nong)(nong)民(min)、科技工(gong)作(zuo)者、企業家(jia)、基層(ceng)干部(bu)等,營造(zao)良好社會氛圍(wei)。
第四(si)節(jie) 健全(quan)法治(zhi)保障
建(jian)立健全(quan)農(nong)(nong)(nong)業(ye)(ye)農(nong)(nong)(nong)村(cun)(cun)法(fa)(fa)(fa)律(lv)規范體系,推(tui)動涉(she)農(nong)(nong)(nong)重點法(fa)(fa)(fa)律(lv)法(fa)(fa)(fa)規制修訂工作。深化(hua)(hua)農(nong)(nong)(nong)業(ye)(ye)綜(zong)合(he)行政(zheng)執(zhi)法(fa)(fa)(fa)改革,健全(quan)農(nong)(nong)(nong)業(ye)(ye)綜(zong)合(he)行政(zheng)執(zhi)法(fa)(fa)(fa)體系。實施(shi)農(nong)(nong)(nong)業(ye)(ye)綜(zong)合(he)行政(zheng)執(zhi)法(fa)(fa)(fa)能力(li)提升行動,加大執(zhi)法(fa)(fa)(fa)人員培訓力(li)度,改善(shan)執(zhi)法(fa)(fa)(fa)裝備條(tiao)件,加強執(zhi)法(fa)(fa)(fa)信(xin)息化(hua)(hua)建(jian)設。強化(hua)(hua)農(nong)(nong)(nong)業(ye)(ye)農(nong)(nong)(nong)村(cun)(cun)普法(fa)(fa)(fa)宣傳,推(tui)動法(fa)(fa)(fa)律(lv)法(fa)(fa)(fa)規進農(nong)(nong)(nong)村(cun)(cun),切實維(wei)護農(nong)(nong)(nong)民群眾合(he)法(fa)(fa)(fa)權益,營造辦事(shi)(shi)依法(fa)(fa)(fa)、遇(yu)事(shi)(shi)找法(fa)(fa)(fa)、解決問題用法(fa)(fa)(fa)、化(hua)(hua)解矛盾靠法(fa)(fa)(fa)的法(fa)(fa)(fa)治環(huan)境。
第五節 加強考核評估
完善規劃(hua)(hua)實(shi)施監測(ce)評(ping)估(gu)機制,加強(qiang)年度監測(ce)分析、中期(qi)評(ping)估(gu)和總結評(ping)估(gu)全(quan)過程管理。建立健全(quan)跟蹤考核機制,把規劃(hua)(hua)實(shi)施情況納(na)入實(shi)施鄉村振(zhen)興戰略實(shi)績考核,壓實(shi)規劃(hua)(hua)實(shi)施責任。健全(quan)規劃(hua)(hua)、財政(zheng)、金融等政(zheng)策協調和工作協同(tong)機制,強(qiang)化各(ge)類政(zheng)策對規劃(hua)(hua)實(shi)施的保障支撐(cheng)。開(kai)展農業農村現(xian)代(dai)化監測(ce),評(ping)價(jia)各(ge)地農業農村現(xian)代(dai)化進程和規劃(hua)(hua)實(shi)施情況。
