城(cheng)市(shi)(shi)(shi)是現(xian)代化建(jian)設的(de)重要(yao)載體、人民(min)幸福生活的(de)重要(yao)空(kong)間。我國城(cheng)鎮化正(zheng)從(cong)快(kuai)速增(zeng)長期轉(zhuan)向穩定(ding)發(fa)展(zhan)期,城(cheng)市(shi)(shi)(shi)發(fa)展(zhan)正(zheng)從(cong)大規模增(zeng)量(liang)擴張階(jie)(jie)段轉(zhuan)向存量(liang)提(ti)(ti)質(zhi)增(zeng)效(xiao)為主的(de)階(jie)(jie)段。為加快(kuai)城(cheng)市(shi)(shi)(shi)發(fa)展(zhan)方(fang)式轉(zhuan)型,推動城(cheng)市(shi)(shi)(shi)高(gao)質(zhi)量(liang)發(fa)展(zhan),現(xian)提(ti)(ti)出如下意見。 一、總體要求 堅持(chi)以(yi)(yi)習近(jin)平(ping)新時代(dai)中(zhong)國(guo)特(te)色社會(hui)(hui)主(zhu)義思想為(wei)(wei)指(zhi)導(dao)(dao),深入貫(guan)(guan)徹黨的二(er)十大和二(er)十屆二(er)中(zhong)、三中(zhong)全會(hui)(hui)精神,全面貫(guan)(guan)徹習近(jin)平(ping)總書記關于(yu)城(cheng)市(shi)(shi)(shi)工(gong)作(zuo)的重要(yao)論述,貫(guan)(guan)徹落實(shi)中(zhong)央(yang)城(cheng)市(shi)(shi)(shi)工(gong)作(zuo)會(hui)(hui)議(yi)精神,堅持(chi)和加(jia)強黨的全面領導(dao)(dao),認真踐行人(ren)民城(cheng)市(shi)(shi)(shi)理(li)念,堅持(chi)穩中(zhong)求進工(gong)作(zuo)總基調,堅持(chi)因地制宜(yi)(yi)、分類指(zhi)導(dao)(dao),以(yi)(yi)建設創新、宜(yi)(yi)居、美麗、韌性、文(wen)明、智慧的現代(dai)化(hua)人(ren)民城(cheng)市(shi)(shi)(shi)為(wei)(wei)目(mu)標(biao),以(yi)(yi)推(tui)動(dong)城(cheng)市(shi)(shi)(shi)高質(zhi)量(liang)發(fa)展為(wei)(wei)主(zhu)題,以(yi)(yi)堅持(chi)城(cheng)市(shi)(shi)(shi)內涵式發(fa)展為(wei)(wei)主(zhu)線,以(yi)(yi)推(tui)進城(cheng)市(shi)(shi)(shi)更新為(wei)(wei)重要(yao)抓手,大力推(tui)動(dong)城(cheng)市(shi)(shi)(shi)結構優化(hua)、動(dong)能轉(zhuan)換、品質(zhi)提升(sheng)、綠(lv)色轉(zhuan)型(xing)、文(wen)脈賡續、治理(li)增效,牢(lao)牢(lao)守住城(cheng)市(shi)(shi)(shi)安全底線,走(zou)出一條中(zhong)國(guo)特(te)色城(cheng)市(shi)(shi)(shi)現代(dai)化(hua)新路(lu)子。 工作(zuo)中要做(zuo)到:轉(zhuan)(zhuan)變(bian)城市(shi)(shi)發(fa)(fa)展(zhan)(zhan)理念(nian),更(geng)加(jia)注重(zhong)(zhong)(zhong)以人為本;轉(zhuan)(zhuan)變(bian)城市(shi)(shi)發(fa)(fa)展(zhan)(zhan)方(fang)式,更(geng)加(jia)注重(zhong)(zhong)(zhong)集約高效;轉(zhuan)(zhuan)變(bian)城市(shi)(shi)發(fa)(fa)展(zhan)(zhan)動力,更(geng)加(jia)注重(zhong)(zhong)(zhong)特色發(fa)(fa)展(zhan)(zhan);轉(zhuan)(zhuan)變(bian)城市(shi)(shi)工作(zuo)重(zhong)(zhong)(zhong)心,更(geng)加(jia)注重(zhong)(zhong)(zhong)治理投入;轉(zhuan)(zhuan)變(bian)城市(shi)(shi)工作(zuo)方(fang)法,更(geng)加(jia)注重(zhong)(zhong)(zhong)統籌協調。 主要目標是:到2030年(nian),現代化人(ren)民(min)城(cheng)市(shi)建設取得(de)重要進展,適應城(cheng)市(shi)高質量發展的政策制度(du)不斷完(wan)善,新(xin)舊動能加(jia)快轉(zhuan)換,人(ren)居(ju)品(pin)質明顯(xian)提升(sheng),綠(lv)色轉(zhuan)型深入推進,安全基礎有力夯實,文化魅力充分彰(zhang)顯(xian),治理水平大幅提高;到2035年(nian),現代化人(ren)民(min)城(cheng)市(shi)基本建成。 二、優化現代化城市體系 (一(yi))穩(wen)妥有(you)序推動(dong)城(cheng)市(shi)(shi)(shi)群(qun)(qun)(qun)一(yi)體(ti)化(hua)(hua)(hua)和都市(shi)(shi)(shi)圈(quan)(quan)同城(cheng)化(hua)(hua)(hua)發(fa)(fa)展。發(fa)(fa)展組團式(shi)、網絡(luo)化(hua)(hua)(hua)的現(xian)代化(hua)(hua)(hua)城(cheng)市(shi)(shi)(shi)群(qun)(qun)(qun)和都市(shi)(shi)(shi)圈(quan)(quan),構建布局合理的現(xian)代化(hua)(hua)(hua)城(cheng)市(shi)(shi)(shi)體(ti)系。支(zhi)持京津(jin)冀、長(chang)三(san)角、粵港(gang)澳大(da)灣區城(cheng)市(shi)(shi)(shi)群(qun)(qun)(qun)打造世界級城(cheng)市(shi)(shi)(shi)群(qun)(qun)(qun),推動(dong)成(cheng)渝地區雙城(cheng)經(jing)濟(ji)(ji)圈(quan)(quan)、長(chang)江中游城(cheng)市(shi)(shi)(shi)群(qun)(qun)(qun)等成(cheng)為(wei)高質量發(fa)(fa)展增長(chang)極,增強(qiang)中西部和東北的城(cheng)市(shi)(shi)(shi)群(qun)(qun)(qun)、都市(shi)(shi)(shi)圈(quan)(quan)對區域協調發(fa)(fa)展的支(zhi)撐(cheng)作(zuo)(zuo)用,促進城(cheng)市(shi)(shi)(shi)間定位錯位互(hu)補、設施互(hu)聯互(hu)通、治理聯動(dong)協作(zuo)(zuo)。加強(qiang)城(cheng)市(shi)(shi)(shi)群(qun)(qun)(qun)內產業鏈協作(zuo)(zuo),優(you)化(hua)(hua)(hua)城(cheng)市(shi)(shi)(shi)群(qun)(qun)(qun)之間產業分(fen)工(gong)和空(kong)間聯系。發(fa)(fa)展壯大(da)現(xian)代化(hua)(hua)(hua)都市(shi)(shi)(shi)圈(quan)(quan),支(zhi)持有(you)條(tiao)件的地方推進同城(cheng)化(hua)(hua)(hua)發(fa)(fa)展,建立健(jian)全(quan)同城(cheng)化(hua)(hua)(hua)發(fa)(fa)展體(ti)制(zhi)機制(zhi),深化(hua)(hua)(hua)經(jing)濟(ji)(ji)區與行政區適度分(fen)離改革(ge),促進通勤便捷高效、產業梯次配(pei)套(tao)、公共服務便利共享。 (二)增強超(chao)大特(te)大城市(shi)(shi)綜合(he)競(jing)爭(zheng)力(li)。推(tui)動超(chao)大特(te)大城市(shi)(shi)按照國家批準明確的功能(neng)定位做(zuo)強做(zuo)精核(he)心功能(neng),控制(zhi)超(chao)大城市(shi)(shi)規模,合(he)理有序疏解非(fei)核(he)心功能(neng),打造高質量發展主(zhu)引擎。支持(chi)超(chao)大特(te)大城市(shi)(shi)結合(he)實際推(tui)進制(zhi)度(du)創(chuang)新(xin)(xin)。支持(chi)部分超(chao)大特(te)大城市(shi)(shi)增強對全球高端生產要(yao)素的配置能(neng)力(li)。支持(chi)超(chao)大特(te)大城市(shi)(shi)布局科技(ji)創(chuang)新(xin)(xin)平臺基地(di),提升原(yuan)創(chuang)性、顛覆性科技(ji)創(chuang)新(xin)(xin)能(neng)力(li)。推(tui)動有條件的省份培育發展省域副中心城市(shi)(shi)。 (三)提高中小(xiao)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)和縣(xian)城(cheng)(cheng)(cheng)(cheng)(cheng)承載(zai)能(neng)力(li)(li)。推(tui)動(dong)中小(xiao)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)結合常住人(ren)口(kou)變動(dong)趨勢,動(dong)態優化基礎設施布局、公(gong)共服務供給,按程(cheng)序穩慎優化行政區劃(hua)設置。分(fen)類推(tui)進以縣(xian)城(cheng)(cheng)(cheng)(cheng)(cheng)為(wei)重要(yao)載(zai)體(ti)的(de)城(cheng)(cheng)(cheng)(cheng)(cheng)鎮化建設,大(da)力(li)(li)發(fa)展(zhan)(zhan)縣(xian)域經濟(ji)。因(yin)地制(zhi)宜發(fa)展(zhan)(zhan)小(xiao)城(cheng)(cheng)(cheng)(cheng)(cheng)鎮。適(shi)時調整擴(kuo)大(da)經濟(ji)規(gui)(gui)模大(da)、人(ren)口(kou)增(zeng)長快(kuai)的(de)縣(xian)級市(shi)和特大(da)鎮經濟(ji)社(she)會(hui)管理(li)權限(xian)。推(tui)動(dong)人(ren)口(kou)持(chi)續(xu)(xu)流出的(de)城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)和資源型城(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)轉型發(fa)展(zhan)(zhan)。支持(chi)邊(bian)境(jing)城(cheng)(cheng)(cheng)(cheng)(cheng)鎮增(zeng)強(qiang)穩邊(bian)固邊(bian)、人(ren)口(kou)集聚、安(an)全發(fa)展(zhan)(zhan)能(neng)力(li)(li)。統(tong)籌規(gui)(gui)劃(hua)建設城(cheng)(cheng)(cheng)(cheng)(cheng)鄉基礎設施和公(gong)共服務體(ti)系,促進城(cheng)(cheng)(cheng)(cheng)(cheng)鄉融合發(fa)展(zhan)(zhan)。持(chi)續(xu)(xu)推(tui)進農(nong)業轉移人(ren)口(kou)市(shi)民化。 三、培育壯大城市發展新動能 (四)因(yin)城(cheng)施策增強(qiang)城(cheng)市(shi)發(fa)(fa)展(zhan)動(dong)力。立足城(cheng)市(shi)資源稟(bing)賦和(he)基礎條件,精心(xin)(xin)培育創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)生(sheng)態,激發(fa)(fa)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)活力。加強(qiang)原始(shi)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)和(he)關鍵核心(xin)(xin)技(ji)術攻關,強(qiang)化(hua)科(ke)技(ji)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)與(yu)產(chan)業(ye)(ye)(ye)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)協同,統籌推(tui)進傳(chuan)統產(chan)業(ye)(ye)(ye)改造升級(ji)、新(xin)(xin)(xin)(xin)興產(chan)業(ye)(ye)(ye)培育壯大、未來(lai)產(chan)業(ye)(ye)(ye)布局(ju)建(jian)(jian)設,因(yin)地制宜發(fa)(fa)展(zhan)新(xin)(xin)(xin)(xin)質生(sheng)產(chan)力。加快建(jian)(jian)設國(guo)(guo)際(ji)科(ke)技(ji)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)中(zhong)心(xin)(xin)和(he)區域科(ke)技(ji)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)中(zhong)心(xin)(xin)。深入實施國(guo)(guo)家戰略性(xing)新(xin)(xin)(xin)(xin)興產(chan)業(ye)(ye)(ye)集(ji)群發(fa)(fa)展(zhan)工程。培育壯大先進制造業(ye)(ye)(ye)集(ji)群。發(fa)(fa)展(zhan)智(zhi)能(neng)建(jian)(jian)造,培育現代(dai)化(hua)建(jian)(jian)筑產(chan)業(ye)(ye)(ye)鏈,加快推(tui)動(dong)建(jian)(jian)筑業(ye)(ye)(ye)轉型升級(ji)。大力發(fa)(fa)展(zhan)生(sheng)產(chan)性(xing)服(fu)務(wu)業(ye)(ye)(ye),推(tui)動(dong)生(sheng)活性(xing)服(fu)務(wu)業(ye)(ye)(ye)補齊短板、提高水平。發(fa)(fa)展(zhan)首(shou)發(fa)(fa)經濟、銀發(fa)(fa)經濟、冰雪經濟、低空經濟,培育消(xiao)費(fei)新(xin)(xin)(xin)(xin)場景。深化(hua)國(guo)(guo)際(ji)消(xiao)費(fei)中(zhong)心(xin)(xin)城(cheng)市(shi)建(jian)(jian)設。 (五)激活城市(shi)存量資(zi)源潛力。全面摸清(qing)城市(shi)房屋、設(she)施(shi)、土地等(deng)資(zi)產(chan)資(zi)源底數(shu)。改(gai)造利用(yong)(yong)老(lao)舊廠房、低效樓宇(yu)、閑置傳統商業(ye)設(she)施(shi)等(deng)存量房屋,建立與建筑(zhu)功能轉換和混(hun)合利用(yong)(yong)需求相適應的(de)規劃調整機制。加(jia)強和規范存量城市(shi)基(ji)礎設(she)施(shi)資(zi)產(chan)管理,提高運行效能。優化產(chan)權(quan)歸集、整合、置換和登記(ji)政策,盤活利用(yong)(yong)存量低效用(yong)(yong)地。 (六)建立可持續的(de)城(cheng)市建設運營(ying)投(tou)融(rong)(rong)資(zi)(zi)體系。落實(shi)地(di)方(fang)政(zheng)(zheng)府主體責(ze)任,統(tong)籌(chou)財(cai)政(zheng)(zheng)資(zi)(zi)金、社會資(zi)(zi)本和金融(rong)(rong)等(deng)資(zi)(zi)金渠道。對涉及重大(da)安全和基本民生保障的(de),中(zhong)央(yang)財(cai)政(zheng)(zheng)加大(da)專項轉(zhuan)移支(zhi)付(fu)支(zhi)持力度,中(zhong)央(yang)預(yu)算內投(tou)資(zi)(zi)予(yu)以適(shi)當(dang)補助。創新(xin)財(cai)政(zheng)(zheng)金融(rong)(rong)政(zheng)(zheng)策工具,吸引和規(gui)范社會資(zi)(zi)金參(can)與,穩慎推進(jin)公用事業價格(ge)改革。強化中(zhong)長期信貸供(gong)給,發揮債券市場、股(gu)票市場融(rong)(rong)資(zi)(zi)功能(neng),鼓勵保險、信托(tuo)等(deng)機構(gou)提供(gong)金融(rong)(rong)服務(wu)。加快融(rong)(rong)資(zi)(zi)平臺改革轉(zhuan)型,堅決遏(e)制新(xin)增地(di)方(fang)政(zheng)(zheng)府隱性債務(wu)。 (七)提升城市(shi)(shi)(shi)對外(wai)開放(fang)合(he)作(zuo)水平。優(you)化城市(shi)(shi)(shi)開放(fang)環境和(he)服務,營造國際(ji)化城市(shi)(shi)(shi)生活空間。打造國際(ji)性綜合(he)交通樞紐城市(shi)(shi)(shi)。支持有(you)條件的(de)城市(shi)(shi)(shi)承擔重(zhong)大外(wai)事外(wai)交活動,吸(xi)引有(you)影(ying)響(xiang)力的(de)國際(ji)組織落戶。結合(he)高質量(liang)共建(jian)“一(yi)帶一(yi)路”,建(jian)設一(yi)批國際(ji)門戶樞紐城市(shi)(shi)(shi)和(he)區域性開放(fang)節點城市(shi)(shi)(shi)。加(jia)強人(ren)居領(ling)域國際(ji)交流合(he)作(zuo),持續提升世界(jie)城市(shi)(shi)(shi)日、全(quan)球可(ke)持續發展城市(shi)(shi)(shi)獎(jiang)(jiang)(上海獎(jiang)(jiang))影(ying)響(xiang)力。 四、營造高品質城市生活空間 (八(ba))系統推進“好房(fang)子(zi)”和(he)完(wan)(wan)整社(she)區(qu)(qu)(qu)建(jian)(jian)(jian)設(she)。加(jia)快構建(jian)(jian)(jian)房(fang)地產(chan)發展新(xin)模式(shi),更(geng)好滿(man)足群眾剛性(xing)和(he)多樣(yang)化改善性(xing)住(zhu)房(fang)需(xu)求。全(quan)鏈條提升住(zhu)房(fang)設(she)計(ji)、建(jian)(jian)(jian)造(zao)(zao)(zao)、維護、服務(wu)(wu)水平,大力推進安全(quan)、舒(shu)適(shi)、綠色、智(zhi)慧(hui)的“好房(fang)子(zi)”建(jian)(jian)(jian)設(she)。實(shi)施(shi)物業(ye)(ye)服務(wu)(wu)質量提升行(xing)動(dong)。穩步(bu)推進城(cheng)(cheng)中(zhong)村(cun)和(he)危舊房(fang)改造(zao)(zao)(zao),支持老舊住(zhu)房(fang)自主更(geng)新(xin)、原拆原建(jian)(jian)(jian)。持續(xu)推動(dong)城(cheng)(cheng)鎮老舊小區(qu)(qu)(qu)改造(zao)(zao)(zao)。堅持人口、產(chan)業(ye)(ye)、城(cheng)(cheng)鎮、交通(tong)一體(ti)規(gui)劃,建(jian)(jian)(jian)設(she)創新(xin)型產(chan)業(ye)(ye)社(she)區(qu)(qu)(qu)、商務(wu)(wu)社(she)區(qu)(qu)(qu)。加(jia)快建(jian)(jian)(jian)設(she)完(wan)(wan)整社(she)區(qu)(qu)(qu),完(wan)(wan)善城(cheng)(cheng)市(shi)(shi)社(she)區(qu)(qu)(qu)嵌入式(shi)服務(wu)(wu)設(she)施(shi),構建(jian)(jian)(jian)城(cheng)(cheng)市(shi)(shi)便民(min)生活(huo)圈。科(ke)學制定實(shi)施(shi)城(cheng)(cheng)市(shi)(shi)更(geng)新(xin)專項規(gui)劃,一體(ti)化推進城(cheng)(cheng)市(shi)(shi)體(ti)檢和(he)城(cheng)(cheng)市(shi)(shi)更(geng)新(xin),創造(zao)(zao)(zao)宜業(ye)(ye)、宜居(ju)、宜樂(le)、宜游的良好城(cheng)(cheng)市(shi)(shi)環境,促進產(chan)城(cheng)(cheng)融合、職住(zhu)平衡。 (九)完善城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)基(ji)(ji)礎(chu)設(she)(she)施。優化(hua)城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)基(ji)(ji)礎(chu)設(she)(she)施布(bu)局、結(jie)構、功能,加(jia)(jia)強(qiang)系統集成。高效(xiao)利用城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)地(di)下(xia)空(kong)(kong)間(jian),優化(hua)城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)空(kong)(kong)間(jian)結(jie)構。加(jia)(jia)快城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)地(di)下(xia)管(guan)線管(guan)網建設(she)(she)改造,因地(di)制宜建設(she)(she)地(di)下(xia)綜合(he)(he)管(guan)廊。強(qiang)化(hua)第五代移(yi)動通(tong)(tong)信網絡(5G)、千(qian)兆光網覆蓋,優化(hua)算力設(she)(she)施建設(she)(she)布(bu)局,推(tui)進新型城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)基(ji)(ji)礎(chu)設(she)(she)施建設(she)(she)。優化(hua)城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)水(shui)(shui)資源(yuan)配置和供水(shui)(shui)保障管(guan)理體(ti)系。健全現代化(hua)綜合(he)(he)交通(tong)(tong)運(yun)輸體(ti)系,提(ti)升(sheng)城(cheng)(cheng)(cheng)(cheng)際、城(cheng)(cheng)(cheng)(cheng)內通(tong)(tong)勤效(xiao)率(lv),完善交通(tong)(tong)樞紐換(huan)乘換(huan)裝設(she)(she)施布(bu)局,加(jia)(jia)強(qiang)停(ting)車位、充電樁(zhuang)等(deng)便民設(she)(she)施建設(she)(she)。 (十(shi))提升公(gong)共(gong)服務(wu)(wu)(wu)優質(zhi)均衡水平。健全(quan)精準高效的就業公(gong)共(gong)服務(wu)(wu)(wu)體系。完善(shan)靈(ling)(ling)活(huo)就業人員(yuan)(yuan)、農村進城務(wu)(wu)(wu)工人員(yuan)(yuan)、新就業形態人員(yuan)(yuan)社(she)保(bao)制(zhi)度(du)。加(jia)快(kuai)適(shi)老(lao)化(hua)、適(shi)兒化(hua)、無(wu)障(zhang)(zhang)礙設施建設改造。擴大(da)普惠(hui)養老(lao)服務(wu)(wu)(wu)供給(gei),促進醫(yi)養結合。健全(quan)普惠(hui)育(yu)幼服務(wu)(wu)(wu)體系,大(da)力發展托幼一體服務(wu)(wu)(wu)。優化(hua)教育(yu)資(zi)源配置,實(shi)施基礎教育(yu)擴優提質(zhi)行動計劃,推進學習型城市(shi)建設。大(da)力實(shi)施醫(yi)療(liao)衛生強(qiang)基工程,建設緊密(mi)型醫(yi)聯體,促進優質(zhi)醫(yi)療(liao)資(zi)源擴容下沉和區域均衡布(bu)局(ju)。因地(di)制(zhi)宜發展保(bao)障(zhang)(zhang)性住房(fang)。穩步推進靈(ling)(ling)活(huo)就業人員(yuan)(yuan)參加(jia)住房(fang)公(gong)積金制(zhi)度(du)。加(jia)強(qiang)社(she)會(hui)保(bao)障(zhang)(zhang)和分層分類社(she)會(hui)救助,兜牢民生底線。 五、推動城市發展綠色低碳轉型 七、促進城市文化繁榮發展 (十九)塑造城(cheng)市特色(se)風(feng)(feng)貌。植(zhi)根中(zhong)(zhong)華(hua)(hua)優(you)秀(xiu)傳統文化,建(jian)設崇德向善(shan)的(de)文明城(cheng)市,彰(zhang)顯中(zhong)(zhong)國氣質、中(zhong)(zhong)國風(feng)(feng)范。強(qiang)化城(cheng)市規劃(hua)的(de)管(guan)(guan)控和引導作用,推動實現功能復(fu)合、密度(du)適中(zhong)(zhong)、高低(di)錯落(luo)、藍綠交織。完(wan)善(shan)城(cheng)市風(feng)(feng)貌管(guan)(guan)理制(zhi)度(du),提升審(shen)美(mei)品位。落(luo)實“適用、經(jing)濟、綠色(se)、美(mei)觀(guan)”建(jian)筑(zhu)方(fang)針,加(jia)強(qiang)建(jian)筑(zhu)設計管(guan)(guan)理,推動城(cheng)市建(jian)筑(zhu)更(geng)好體現中(zhong)(zhong)華(hua)(hua)美(mei)學(xue)和時代風(feng)(feng)尚(shang)。不得大(da)規模(mo)遷移(yi)砍伐樹木、濫建(jian)文化地標、隨意更(geng)改老地名。 (二十(shi))豐富城(cheng)市精(jing)神文(wen)化生活。大力弘揚社(she)會主(zhu)義核心價值觀,推動(dong)形成與現(xian)代(dai)化人民城(cheng)市相適應(ying)的思(si)想觀念(nian)、文(wen)明風尚(shang)、行為(wei)規范,提(ti)高市民文(wen)明素質(zhi),塑造彰顯文(wen)化底(di)蘊(yun)和獨(du)特氣質(zhi)的城(cheng)市精(jing)神。創新拓展新型公共文(wen)化空間,根據(ju)實際(ji)需要完善城(cheng)市文(wen)化設施(shi)。優化城(cheng)市文(wen)化產品供給,創新動(dong)漫、影視、數字藝術、創意(yi)設計等(deng)業態,推動(dong)文(wen)化與旅(lv)游、科(ke)技、體(ti)育等(deng)融合發展。 八、提升城市治理能力水平
