破解農村生活垃圾分類帶來的設施建設壓力

農村推行生(sheng)活(huo)垃(la)圾分類制(zhi)度是固(gu)廢法所規定義務(wu)和(he)責(ze)任(ren),是件嚴肅、重(zhong)要(yao)和(he)緊迫(po)的大事,勢(shi)在必行,值得(de)政府(fu)、市(shi)場和(he)社會高度重(zhong)視。

1.推行生活垃圾分類制度將增大農村生活(huo)垃圾治理設施的需求

2.垃(la)圾治理設(she)施需(xu)求增大將帶來建設(she)用地和(he)土地規劃修編(bian)的壓力

農(nong)村垃(la)圾治理(li)設(she)(she)施從分類前的(de)收(shou)集、壓(ya)縮站(點)變為分類后的(de)垃(la)圾治理(li)系統(tong),帶(dai)給農(nong)村兩大壓(ya)力,一是垃(la)圾治理(li)設(she)(she)施建設(she)(she)用地增大的(de)壓(ya)力,二是土地規劃(hua)修編的(de)壓(ya)力。

3.破解農村生(sheng)活垃圾(ji)(ji)分類帶來的垃圾(ji)(ji)治(zhi)理設施建(jian)設壓力的建(jian)議

為破解(jie)農村(cun)生活垃圾(ji)分類帶來(lai)的垃圾(ji)治理(li)設(she)施建設(she)的壓(ya)力,建議做(zuo)好以下事(shi)項(xiang)。

1)提出鄉(鎮)生(sheng)活垃圾分類處理需求

結合鄉(鎮)經濟社會發展(zhan)規(gui)(gui)劃(hua)(hua)和(he)總體規(gui)(gui)劃(hua)(hua),編制鄉(鎮)生活(huo)垃(la)(la)圾(ji)(ji)治理(li)及其發展(zhan)規(gui)(gui)劃(hua)(hua)大綱,根據重要性(xing)、緊(jin)迫性(xing)和(he)鄉(鎮)的財政承擔能力,提(ti)出(chu)生活(huo)垃(la)(la)圾(ji)(ji)分類處理(li)設(she)施(shi)(shi)的建設(she)需(xu)求(qiu),明確哪些(xie)設(she)施(shi)(shi)是必需(xu)的、哪些(xie)設(she)施(shi)(shi)是發展(zhan)所(suo)需(xu)的、哪些(xie)是應急性(xing)的(甚至是臨時(shi)應急性(xing)的)和(he)建設(she)時(shi)間節點(dian)計劃(hua)(hua);并(bing)申報縣(區)主管部(bu)門納入縣(區)垃(la)(la)圾(ji)(ji)治理(li)規(gui)(gui)劃(hua)(hua)、發展(zhan)規(gui)(gui)劃(hua)(hua)和(he)土(tu)地規(gui)(gui)劃(hua)(hua),促成土(tu)地規(gui)(gui)劃(hua)(hua)盡(jin)快修編。

2)用(yong)好(hao)村(cun)(cun)(cun)集(ji)(ji)體(ti)(ti)(ti)建(jian)(jian)(jian)設(she)(she)用(yong)地(di),縮(suo)減征(zheng)地(di)規(gui)模(mo)本著劃片(pian)治(zhi)理原則,明確(que)垃(la)圾治(zhi)理設(she)(she)施(shi)(shi)的(de)(de)建(jian)(jian)(jian)管責(ze)任(ren)(ren)主體(ti)(ti)(ti),既要發揮鄉(鎮)的(de)(de)統籌作用(yong),更要發揮村(cun)(cun)(cun)級(ji)組(zu)織(zhi)的(de)(de)責(ze)任(ren)(ren)主體(ti)(ti)(ti)作用(yong)。分(fen)類投放設(she)(she)施(shi)(shi)、分(fen)類收集(ji)(ji)設(she)(she)施(shi)(shi)、一次駁運(yun)車(che)輛和(he)回收站(點)等直接服務村(cun)(cun)(cun)民(min)的(de)(de)設(she)(she)施(shi)(shi)是村(cun)(cun)(cun)公共基礎(chu)設(she)(she)施(shi)(shi),其(qi)建(jian)(jian)(jian)管由(you)(you)村(cun)(cun)(cun)級(ji)組(zu)織(zhi)負責(ze),服務于一個行政(zheng)村(cun)(cun)(cun)的(de)(de)小規(gui)模(mo)分(fen)類垃(la)圾就地(di)處理設(she)(she)施(shi)(shi)(如(ru)其(qi)他(ta)垃(la)圾壓縮(suo)轉運(yun)設(she)(she)施(shi)(shi)、廚余垃(la)圾就地(di)利用(yong)設(she)(she)施(shi)(shi))也交(jiao)由(you)(you)村(cun)(cun)(cun)組(zu)織(zhi)建(jian)(jian)(jian)管,可直接利用(yong)村(cun)(cun)(cun)集(ji)(ji)體(ti)(ti)(ti)建(jian)(jian)(jian)設(she)(she)用(yong)地(di);跨村(cun)(cun)(cun)的(de)(de)垃(la)圾治(zhi)理設(she)(she)施(shi)(shi)的(de)(de)建(jian)(jian)(jian)管由(you)(you)鄉(鎮)政(zheng)府負責(ze),可視便宜或(huo)租用(yong)或(huo)征(zheng)收農村(cun)(cun)(cun)集(ji)(ji)體(ti)(ti)(ti)建(jian)(jian)(jian)設(she)(she)用(yong)地(di),原則是用(yong)好(hao)村(cun)(cun)(cun)集(ji)(ji)體(ti)(ti)(ti)建(jian)(jian)(jian)設(she)(she)用(yong)地(di)和(he)縮(suo)減征(zheng)地(di)規(gui)模(mo)。

3)依法申請(qing)用地促進垃圾治(zhi)理設施(shi)建設順(shun)利落(luo)地

農(nong)村垃圾治理設(she)(she)施(shi)用(yong)(yong)地申(shen)請(qing)(qing)應遵守用(yong)(yong)地申(shen)請(qing)(qing)“事先審批—申(shen)請(qing)(qing)—審批”程序。提出設(she)(she)施(shi)建設(she)(she)用(yong)(yong)地申(shen)請(qing)(qing)前務必保證設(she)(she)施(shi)建設(she)(she)滿足事先審批條件:

①設(she)施建設(she)符(fu)合土(tu)地利用總體規劃和鄉(鎮)村規劃(規劃審(shen)批(pi)),

②設(she)施建設(she)項(xiang)目(mu)已經(jing)發改委(wei)等部門審核同(tong)意(項(xiang)目(mu)立項(xiang)),

③建設用地指標納(na)入土(tu)地利用年度(du)計劃,

④當使(shi)(shi)用(yong)(yong)(yong)(yong)農村集(ji)體建(jian)設用(yong)(yong)(yong)(yong)地(di)(di)(di)時,用(yong)(yong)(yong)(yong)地(di)(di)(di)單(dan)位與集(ji)體土地(di)(di)(di)所(suo)有(you)者和原使(shi)(shi)用(yong)(yong)(yong)(yong)者簽(qian)訂(ding)使(shi)(shi)用(yong)(yong)(yong)(yong)集(ji)體建(jian)設用(yong)(yong)(yong)(yong)地(di)(di)(di)的(de)(de)協議,或取(qu)得集(ji)體土地(di)(di)(di)所(suo)有(you)者和原使(shi)(shi)用(yong)(yong)(yong)(yong)者書(shu)面同意(yi);在滿足這(zhe)些事先審(shen)批(pi)(pi)前提下用(yong)(yong)(yong)(yong)地(di)(di)(di)單(dan)位攜相關(guan)材料(liao),向(xiang)所(suo)在縣(xian)(區)的(de)(de)國(guo)土資(zi)源部(bu)(bu)門(men)(men)(men)提出用(yong)(yong)(yong)(yong)地(di)(di)(di)申(shen)(shen)請(qing);所(suo)在縣(xian)(區)的(de)(de)國(guo)土資(zi)源部(bu)(bu)門(men)(men)(men)審(shen)核(he)同意(yi)后報所(suo)在縣(xian)(區)人民(min)政府審(shen)批(pi)(pi);縣(xian)(區)人民(min)政府批(pi)(pi)準(zhun)后,所(suo)在縣(xian)(區)的(de)(de)國(guo)土資(zi)源部(bu)(bu)門(men)(men)(men)核(he)發用(yong)(yong)(yong)(yong)地(di)(di)(di)批(pi)(pi)準(zhun)通知書(shu),用(yong)(yong)(yong)(yong)地(di)(di)(di)單(dan)位憑用(yong)(yong)(yong)(yong)地(di)(di)(di)批(pi)(pi)準(zhun)通知書(shu)等相關(guan)資(zi)料(liao)依(yi)法(fa)辦理規劃(hua)建(jian)設許可(ke)和建(jian)設項目用(yong)(yong)(yong)(yong)地(di)(di)(di)審(shen)批(pi)(pi)手續。建(jian)設用(yong)(yong)(yong)(yong)地(di)(di)(di)申(shen)(shen)請(qing)必須依(yi)法(fa)依(yi)程序辦理,尤其要做好事先審(shen)批(pi)(pi)工作,按(an)部(bu)(bu)就班反倒可(ke)以(yi)加快辦理速度,促進(jin)垃圾(ji)治理設施建(jian)設順利落地(di)(di)(di)。
