生態環境部等七部委印發規劃:“十四五”將推進農村垃圾就地分類、資源化利用 二維碼

農業農村部(bu)(bu)七(qi)部(bu)(bu)委聯(lian)合印發《“十(shi)四五(wu)”土(tu)壤、地下水和農村生(sheng)態(tai)環境(jing)保護規劃(hua)》。 規劃指出,目前全國90%的行政村已實現生活垃圾收運處理,并已排查整治2.4萬個非正規垃圾堆放點。“十四五”,將繼續推進農村生活垃圾就地分類和資源化利用,健全農村生活垃圾收集、轉運和處置體系。 “十三(san)五”投入(ru)258億中央資金支(zhi)持農村環境整治(zhi) 規(gui)劃指(zhi)出,“十(shi)三五”期(qi)間(jian),全(quan)國(guo)農業農村(cun)生(sheng)態環境(jing)保護取得進展(zhan)。中央(yang)財政安排專項資(zi)金258億元(yuan),支持(chi)15萬個(ge)行政村(cun)開展(zhan)環境(jing)整治(zhi)。全(quan)國(guo)農村(cun)生(sheng)活垃圾(ji)進行收(shou)運處理(li)的行政村(cun)比例超過(guo)90%,排查出的2.4萬個(ge)非(fei)正(zheng)規(gui)垃圾(ji)堆放點基本完成(cheng)(cheng)整治(zhi)。全(quan)國(guo)秸稈(gan)綜合(he)利(li)用率(lv)、農膜回(hui)收(shou)率(lv)分(fen)別達到86.7%、80%。規(gui)模養殖(zhi)場糞污(wu)(wu)處理(li)設施(shi)裝備配套率(lv)達到97%。全(quan)國(guo)農村(cun)生(sheng)活污(wu)(wu)水(shui)治(zhi)理(li)率(lv)達到25.5%。各(ge)地基本完成(cheng)(cheng)縣(xian)(xian)域(yu)農村(cun)生(sheng)活污(wu)(wu)水(shui)治(zhi)理(li)專項規(gui)劃編制,10省(區、市)的34個(ge)縣(xian)(xian)區開展(zhan)農村(cun)生(sheng)活污(wu)(wu)水(shui)(黑臭水(shui)體)治(zhi)理(li)試點。 但“十四五”農(nong)業(ye)農(nong)村(cun)生(sheng)態環(huan)(huan)境(jing)保護任(ren)務依(yi)然(ran)艱巨,仍(reng)有約(yue)三分(fen)之二的行政村(cun)未達(da)到環(huan)(huan)境(jing)整治(zhi)要求,已(yi)整治(zhi)地區成效還不(bu)穩定。農(nong)村(cun)黑臭水體問(wen)題突出,約(yue)四分(fen)之三的行政村(cun)未完成生(sheng)活污水治(zhi)理,資源化(hua)(hua)利(li)(li)用(yong)水平不(bu)高,資金(jin)投入嚴(yan)重缺乏(fa),長效機制(zhi)不(bu)健全,治(zhi)理成效不(bu)明顯。畜禽養(yang)殖場糞污處(chu)理和資源化(hua)(hua)利(li)(li)用(yong)方(fang)式(shi)不(bu)規(gui)范(fan),水產養(yang)殖方(fang)式(shi)仍(reng)然(ran)粗(cu)放,養(yang)殖生(sheng)產布局需進一步優化(hua)(hua)。化(hua)(hua)肥(fei)農(nong)藥(yao)使用(yong)量(liang)偏高,部分(fen)地區地膜殘留(liu)量(liang)大等問(wen)題突出。農(nong)業(ye)源水污染物排放(流失)量(liang)仍(reng)處(chu)于(yu)高位。 2025年,秸稈農(nong)膜、禽畜糞(fen)污利用率要達80%以上 規劃(hua)提(ti)出,“十四五(wu)”要著力提(ti)升秸稈農膜回收利(li)用(yong)(yong)和(he)禽(qin)畜糞(fen)污資源化利(li)用(yong)(yong)水平,到(dao)(dao)2025年,秸稈綜(zong)(zong)合(he)利(li)用(yong)(yong)率達到(dao)(dao)86%以上,農膜回收率達到(dao)(dao)85%,全國畜禽(qin)糞(fen)污綜(zong)(zong)合(he)利(li)用(yong)(yong)率達到(dao)(dao)80%以上。 規劃要(yao)求,要(yao)健(jian)全(quan)秸(jie)稈(gan)收儲運體(ti)系(xi),培育壯(zhuang)大一批產業化(hua)(hua)利(li)用主體(ti),提升秸(jie)稈(gan)離田收儲、運輸和供應能力(li),完善秸(jie)稈(gan)資(zi)源化(hua)(hua)利(li)用和臺賬(zhang)管(guan)理(li)制度。深入實施農膜回(hui)收行動,嚴格落實農膜管(guan)理(li)制度,健(jian)全(quan)農膜生產、銷售、使用、回(hui)收、再(zai)利(li)用全(quan)鏈條(tiao)管(guan)理(li)體(ti)系(xi);推廣使用標準(zhun)地(di)膜,發展廢舊地(di)膜機械化(hua)(hua)撿拾,探索推廣環(huan)境友好(hao)全(quan)生物(wu)可(ke)降解地(di)膜,推廣地(di)膜科學使用回(hui)收。 做畜(chu)禽(qin)糞(fen)污資源(yuan)化利用方(fang)面,規劃提(ti)出(chu),要著力推(tui)(tui)進養殖業污染(ran)防治(zhi)。加強畜(chu)禽(qin)糞(fen)污資源(yuan)化利用。健全畜(chu)禽(qin)養殖場(戶)糞(fen)污收集(ji)貯存配套(tao)設施(shi)(shi)(shi)(shi),建立(li)糞(fen)污資源(yuan)化利用計劃和臺賬。加快(kuai)建設田間糞(fen)肥(fei)(fei)施(shi)(shi)(shi)(shi)用設施(shi)(shi)(shi)(shi),鼓勵采(cai)用覆土施(shi)(shi)(shi)(shi)肥(fei)(fei)、溝(gou)施(shi)(shi)(shi)(shi)及注射式(shi)深施(shi)(shi)(shi)(shi)等(deng)精細(xi)化施(shi)(shi)(shi)(shi)肥(fei)(fei)方(fang)式(shi)。促進糞(fen)肥(fei)(fei)科學適(shi)量施(shi)(shi)(shi)(shi)用,推(tui)(tui)動(dong)開(kai)展糞(fen)肥(fei)(fei)還田安全檢測(ce)。培育壯大(da)一(yi)批糞(fen)肥(fei)(fei)收運(yun)和田間施(shi)(shi)(shi)(shi)用社會化服務主體。畜(chu)牧大(da)縣編制(zhi)實(shi)施(shi)(shi)(shi)(shi)畜(chu)禽(qin)養殖污染(ran)防治(zhi)規劃。 推進農村垃(la)圾(ji)就地(di)分類和(he)資源化利用 健(jian)全農村垃(la)圾(ji)收運(yun)處體系 規劃提出(chu),“十四五(wu)”要推進農(nong)村(cun)(cun)生活(huo)垃(la)圾(ji)就地分(fen)類(lei)和資源(yuan)化利(li)用。多(duo)措并舉宣傳推進農(nong)村(cun)(cun)生活(huo)垃(la)圾(ji)分(fen)類(lei),構建(jian)“政府主導(dao)、企業主體、全民(min)參與”垃(la)圾(ji)分(fen)類(lei)體系,引(yin)導(dao)村(cun)(cun)民(min)分(fen)類(lei)投放(fang),實(shi)現源(yuan)頭(tou)減量。鼓勵有(you)條件的(de)地方(fang),制定(ding)地方(fang)農(nong)村(cun)(cun)生活(huo)垃(la)圾(ji)分(fen)類(lei)管(guan)理(li)辦法。推進農(nong)村(cun)(cun)生活(huo)垃(la)圾(ji)分(fen)類(lei)和資源(yuan)化利(li)用示范縣創建(jian)。 同時,要健全農(nong)村(cun)生活垃(la)圾收集(ji)、轉運(yun)(yun)和處(chu)(chu)置體系。根據當地(di)實(shi)際,統籌縣(xian)、鄉鎮、村(cun)三(san)級(ji)設(she)施(shi)建設(she)和服務(wu),合理(li)選擇(ze)收運(yun)(yun)處(chu)(chu)置模式。完(wan)善農(nong)村(cun)生活垃(la)圾收運(yun)(yun)處(chu)(chu)置設(she)施(shi),構建穩定(ding)運(yun)(yun)行(xing)的長效機制,加強日常監督(du),不(bu)斷提高(gao)運(yun)(yun)行(xing)管(guan)理(li)水平。因地(di)制宜采用小型化、分散(san)化的無害化處(chu)(chu)理(li)方(fang)式,降低收集(ji)、轉運(yun)(yun)和處(chu)(chu)置設(she)施(shi)建設(she)和運(yun)(yun)行(xing)成(cheng)本。 地(di)(di)(di)下(xia)(xia)水(shui)(shui)生態環境保護(hu)穩步(bu)(bu)推進(jin)。完成《水(shui)(shui)污(wu)(wu)(wu)染(ran)(ran)防治(zhi)行(xing)動計(ji)劃》確定的有關目標任務(wu),實現全(quan)國(guo)(guo)(guo)1170個(ge)地(di)(di)(di)下(xia)(xia)水(shui)(shui)考核點(dian)位質(zhi)量(liang)極差比例控制在15%左右;全(quan)國(guo)(guo)(guo)9.6萬(wan)(wan)座加油站(zhan)(zhan)的36.2萬(wan)(wan)個(ge)地(di)(di)(di)下(xia)(xia)油罐完成雙層罐更換或防滲池設置。實施(shi)《全(quan)國(guo)(guo)(guo)地(di)(di)(di)下(xia)(xia)水(shui)(shui)污(wu)(wu)(wu)染(ran)(ran)防治(zhi)規劃(2011-2020年)》《地(di)(di)(di)下(xia)(xia)水(shui)(shui)污(wu)(wu)(wu)染(ran)(ran)防治(zhi)實施(shi)方案(an)》,持續開展全(quan)國(guo)(guo)(guo)地(di)(di)(di)下(xia)(xia)水(shui)(shui)狀況調查評價,基(ji)本掌握440萬(wan)(wan)平方公里1:25萬(wan)(wan)比例尺區域地(di)(di)(di)下(xia)(xia)水(shui)(shui)質(zhi)量(liang),初(chu)步(bu)(bu)建立“雙源”(地(di)(di)(di)下(xia)(xia)水(shui)(shui)型飲用水(shui)(shui)水(shui)(shui)源和地(di)(di)(di)下(xia)(xia)水(shui)(shui)污(wu)(wu)(wu)染(ran)(ran)源)清單(dan),掌握城鎮(zhen)1862個(ge)集中式地(di)(di)(di)下(xia)(xia)水(shui)(shui)型飲用水(shui)(shui)水(shui)(shui)源和16.3萬(wan)(wan)個(ge)地(di)(di)(di)下(xia)(xia)水(shui)(shui)污(wu)(wu)(wu)染(ran)(ran)源的基(ji)本信(xin)息。實施(shi)“國(guo)(guo)(guo)家地(di)(di)(di)下(xia)(xia)水(shui)(shui)監測工程”,建成國(guo)(guo)(guo)家地(di)(di)(di)下(xia)(xia)水(shui)(shui)監測站(zhan)(zhan)點(dian)20469個(ge)。 法規標(biao)準(zhun)體系基本建立。出臺《土(tu)壤污(wu)(wu)染防治法》,發布農用(yong)地(di)(di)(di)、污(wu)(wu)染地(di)(di)(di)塊、工礦(kuang)用(yong)地(di)(di)(di)土(tu)壤環(huan)(huan)境(jing)管(guan)理等(deng)部門規章,制定農用(yong)地(di)(di)(di)、建設(she)用(yong)地(di)(di)(di)土(tu)壤污(wu)(wu)染風險(xian)管(guan)控(kong)等(deng)系列標(biao)準(zhun)規范。制修(xiu)訂《水污(wu)(wu)染防治法》《地(di)(di)(di)下水管(guan)理條例(li)》。制定地(di)(di)(di)下水環(huan)(huan)境(jing)狀(zhuang)況調查、監測評估、風險(xian)管(guan)控(kong)和修(xiu)復等(deng)系列標(biao)準(zhun)規范。頒布10余項農業農村污(wu)(wu)染治理標(biao)準(zhun)規范,各省份制定實施(shi)農村生活污(wu)(wu)水處(chu)理排(pai)放標(biao)準(zhun),將城鄉污(wu)(wu)水集中處(chu)理場所納入排(pai)污(wu)(wu)許可管(guan)理。 (二)形勢研判 在習(xi)近平生(sheng)(sheng)態文(wen)明思(si)想引領下(xia)(xia),“綠水青山就是金(jin)山銀(yin)山”理念(nian)日益深入(ru)人心,生(sheng)(sheng)態文(wen)明建設(she)體(ti)制機制逐(zhu)步健全(quan),全(quan)社會(hui)保(bao)護(hu)生(sheng)(sheng)態環境(jing)(jing)的合(he)力(li)逐(zhu)步形成。但生(sheng)(sheng)態環境(jing)(jing)保(bao)護(hu)結構性(xing)、根(gen)源性(xing)、趨勢性(xing)壓力(li)總體(ti)上(shang)尚(shang)未根(gen)本緩解(jie),以重化工為主的產(chan)業結構尚(shang)未根(gen)本改變,部分污(wu)染(ran)物排放總量仍處于(yu)高位(wei)。土(tu)壤(rang)、地下(xia)(xia)水和(he)農(nong)業農(nong)村污(wu)染(ran)防(fang)治與(yu)美麗(li)中國目(mu)標(biao)要求還有(you)不(bu)小(xiao)差距,到2035年實現(xian)土(tu)壤(rang)和(he)地下(xia)(xia)水環境(jing)(jing)質量穩中向(xiang)好(hao)的目(mu)標(biao)任務異(yi)常艱巨。 “十四五(wu)”時(shi)期,土壤、地下(xia)水和農(nong)業農(nong)村生態環境保(bao)護(hu)形勢依(yi)然嚴峻,主要體現在以下(xia)幾個(ge)方面。 1.局部區域(yu)土壤和地(di)下水(shui)污(wu)染問題較為突出。安(an)全(quan)利(li)用(yong)類(lei)和嚴格管(guan)控類(lei)耕地(di)面積(ji)總體較大,受污(wu)染耕地(di)精準(zhun)實(shi)施安(an)全(quan)利(li)用(yong)技術(shu)水(shui)平不高。污(wu)染地(di)塊(kuai)違規(gui)開(kai)發利(li)用(yong)風險依然(ran)存在,修復過(guo)程中的二次污(wu)染防治有待加(jia)強(qiang)。部分縣級及以上地(di)下水(shui)型飲用(yong)水(shui)水(shui)源水(shui)質不達標,部分水(shui)源補(bu)給(gei)區仍(reng)存在污(wu)染風險。 2.土(tu)壤和(he)地下水污(wu)染源頭預防(fang)壓力較大。涉(she)重(zhong)(zhong)金(jin)屬(shu)行業企(qi)業廢(fei)(fei)氣、廢(fei)(fei)水鎘排放量(liang)較大,歷史遺留涉(she)重(zhong)(zhong)金(jin)屬(shu)廢(fei)(fei)渣量(liang)大面(mian)廣(guang),一些(xie)地區(qu)因大氣重(zhong)(zhong)金(jin)屬(shu)沉降(jiang)、污(wu)水灌溉等導致土(tu)壤重(zhong)(zhong)金(jin)屬(shu)持續累積(ji)。部分(fen)企(qi)業有(you)(you)毒有(you)(you)害(hai)物(wu)質跑(pao)冒滴漏(lou)、事故(gu)泄漏(lou)等污(wu)染土(tu)壤和(he)地下水的(de)隱患(huan)沒有(you)(you)根本(ben)消除,污(wu)染隱患(huan)排查、自行監測(ce)等法(fa)定義務落實不到(dao)位。 部分污染源周邊(bian)地下水(shui)存在特征污染物超標,污染擴(kuo)散趨勢(shi)未得到有效(xiao)控制,周邊(bian)地下水(shui)環境質(zhi)量存在惡化風險。 3.農業農村(cun)生(sheng)態環境保護任務艱巨。約(yue)三(san)分之二(er)的行(xing)政村(cun)未達(da)到環境整(zheng)治(zhi)要求,已整(zheng)治(zhi)地區(qu)成效(xiao)(xiao)還(huan)不(bu)穩定。農村(cun)黑臭(chou)水體問(wen)(wen)題突出,約(yue)四分之三(san)的行(xing)政村(cun)未完成生(sheng)活污水治(zhi)理(li),資(zi)源(yuan)化利用(yong)水平不(bu)高(gao),資(zi)金投入嚴重缺乏(fa),長效(xiao)(xiao)機制不(bu)健全(quan),治(zhi)理(li)成效(xiao)(xiao)不(bu)明顯。畜禽(qin)養殖(zhi)場糞污處理(li)和資(zi)源(yuan)化利用(yong)方式(shi)不(bu)規范,水產養殖(zhi)方式(shi)仍(reng)然粗放(fang),養殖(zhi)生(sheng)產布局需進一步優化。化肥(fei)農藥使用(yong)量偏高(gao),部(bu)分地區(qu)地膜殘(can)留(liu)量大等問(wen)(wen)題突出。農業源(yuan)水污染物排放(fang)(流失(shi))量仍(reng)處于高(gao)位。 4.環境監(jian)管(guan)(guan)(guan)能力(li)依然(ran)薄(bo)弱。土(tu)壤(rang)、地下(xia)水和(he)農(nong)(nong)業農(nong)(nong)村生(sheng)態環境監(jian)管(guan)(guan)(guan)人員(yuan)設備(bei)不(bu)(bu)足(zu)、監(jian)測和(he)執法能力(li)不(bu)(bu)足(zu),難(nan)以滿足(zu)監(jian)管(guan)(guan)(guan)需要(yao)。一些地方政府及有關部門(men)對(dui)土(tu)壤(rang)、地下(xia)水和(he)農(nong)(nong)業農(nong)(nong)村生(sheng)態環境保護重視程(cheng)度不(bu)(bu)夠,責任落實不(bu)(bu)到位,部門(men)間聯動監(jian)管(guan)(guan)(guan)、信(xin)息共(gong)享等齊(qi)抓(zhua)共(gong)管(guan)(guan)(guan)的工作機制尚不(bu)(bu)健全。 二、總體要求 (一)指導思想 以習近(jin)平新(xin)(xin)時代(dai)中國特(te)色社會主義思想為(wei)(wei)指(zhi)導(dao),全(quan)面貫徹(che)(che)黨的十九大(da)和(he)十九屆(jie)歷次全(quan)會精(jing)神,深入(ru)貫徹(che)(che)習近(jin)平生(sheng)(sheng)態文明思想,立足新(xin)(xin)發(fa)(fa)(fa)展(zhan)階(jie)段(duan)、貫徹(che)(che)新(xin)(xin)發(fa)(fa)(fa)展(zhan)理念(nian)、構(gou)建(jian)新(xin)(xin)發(fa)(fa)(fa)展(zhan)格局,把握減(jian)污降(jiang)碳協同增效總要求(qiu)(qiu),堅(jian)持穩(wen)中求(qiu)(qiu)進總基調(diao),堅(jian)持保護優先(xian)、預(yu)防(fang)為(wei)(wei)主、風險管控(kong),突出(chu)精(jing)準治污、科學(xue)治污、依法治污,解決一批土壤(rang)、地(di)下(xia)水(shui)和(he)農(nong)業農(nong)村突出(chu)生(sheng)(sheng)態環境問(wen)題,保障(zhang)農(nong)產品質量安(an)全(quan)、人居環境安(an)全(quan)、地(di)下(xia)水(shui)生(sheng)(sheng)態環境安(an)全(quan),推動建(jian)設生(sheng)(sheng)態宜居美(mei)麗鄉村,為(wei)(wei)建(jian)設人與自(zi)然和(he)諧共生(sheng)(sheng)的現代(dai)化作(zuo)出(chu)新(xin)(xin)貢獻。 (二)工作原則 保(bao)護優先,預防為(wei)主。落實溯(su)源、斷源、減排措施(shi),切(qie)斷污染物進(jin)入(ru)(ru)土壤和地下水環(huan)境的途(tu)徑(jing)。深入(ru)(ru)實施(shi)化學化肥農(nong)藥減量增效行動,推進(jin)農(nong)業生(sheng)產清(qing)潔化、產業模式生(sheng)態(tai)化。 問題導向,系統治理。扭住重(zhong)(zhong)點區域、重(zhong)(zhong)點行業和(he)重(zhong)(zhong)點污(wu)染物,聚焦突(tu)出環(huan)境問題,打(da)通地(di)上和(he)地(di)下、城市(shi)和(he)農村,協同推進水、氣、土、固體(ti)廢物、農業農村污(wu)染治理。 強(qiang)化(hua)監管(guan),依法(fa)治污。完善土壤、地(di)下水和(he)農業農村污染(ran)防治法(fa)規(gui)標準體系,加強(qiang)監管(guan)執法(fa),強(qiang)化(hua)“污染(ran)者擔責”。 (三)主要目標 到(dao)(dao)2025年(nian),全國土(tu)壤(rang)和(he)地(di)下水環(huan)(huan)境(jing)(jing)質量(liang)總(zong)體保持穩(wen)定,受污(wu)染耕地(di)和(he)重(zhong)點建(jian)設(she)用地(di)安(an)全利(li)用得到(dao)(dao)鞏固提升;農(nong)(nong)(nong)業(ye)面源(yuan)(yuan)污(wu)染得到(dao)(dao)初步管(guan)(guan)控,農(nong)(nong)(nong)村(cun)環(huan)(huan)境(jing)(jing)基礎設(she)施(shi)建(jian)設(she)穩(wen)步推進,農(nong)(nong)(nong)村(cun)生態環(huan)(huan)境(jing)(jing)持續改(gai)善(shan)。到(dao)(dao)2035年(nian),全國土(tu)壤(rang)和(he)地(di)下水環(huan)(huan)境(jing)(jing)質量(liang)穩(wen)中向好,農(nong)(nong)(nong)用地(di)和(he)重(zhong)點建(jian)設(she)用地(di)土(tu)壤(rang)環(huan)(huan)境(jing)(jing)安(an)全得到(dao)(dao)有效保障(zhang),土(tu)壤(rang)環(huan)(huan)境(jing)(jing)風險(xian)得到(dao)(dao)全面管(guan)(guan)控;農(nong)(nong)(nong)業(ye)面源(yuan)(yuan)污(wu)染得到(dao)(dao)遏制,農(nong)(nong)(nong)村(cun)環(huan)(huan)境(jing)(jing)基礎設(she)施(shi)得到(dao)(dao)完善(shan),農(nong)(nong)(nong)村(cun)生態環(huan)(huan)境(jing)(jing)根本好轉。 地下(xia)水國控(kong)點位V類水比(bi)(bi)例(li)指國家級地下(xia)水質(zhi)區(qu)域監(jian)測點位中,水質(zhi)為Ⅴ類的點位所占(zhan)比(bi)(bi)例(li)。2020年現(xian)狀(zhuang)值(zhi)是(shi)25.4%,2025年目標值(zhi)是(shi)25%左右(you)。 3 農村生活(huo)污水(shui)治(zhi)理率是(shi)指(zhi)生活(huo)污水(shui)得到處理和資源化利用的(de)(de)行政村數(shu)占行政村總數(shu)的(de)(de)比例。 三、主要任務 (一)推進土壤污染防治 以湖南(nan)等耕地(di)(di)重(zhong)金屬污(wu)染(ran)突出省份為重(zhong)點(dian),強(qiang)化(hua)鎘(ge)等重(zhong)金屬污(wu)染(ran)源頭管(guan)控,鞏(gong)固提(ti)升受污(wu)染(ran)耕地(di)(di)安全利用水平;以用途(tu)變更(geng)為“一住兩公”(住宅(zhai)、公共管(guan)理(li)與公共服務(wu)用地(di)(di))的地(di)(di)塊為重(zhong)點(dian),嚴格準入管(guan)理(li),堅決杜絕違規開發利用;以土(tu)壤污(wu)染(ran)重(zhong)點(dian)監管(guan)單位(wei)為重(zhong)點(dian),強(qiang)化(hua)監管(guan)執(zhi)法,防止新增土(tu)壤污(wu)染(ran)。 1.加(jia)強耕地(di)(di)(di)污(wu)(wu)(wu)染源(yuan)頭控制。嚴格控制涉(she)(she)重(zhong)金(jin)屬(shu)(shu)(shu)行業(ye)(ye)企(qi)(qi)業(ye)(ye)污(wu)(wu)(wu)染物排(pai)(pai)(pai)放。2023年起(qi),在礦產資(zi)源(yuan)開發(fa)活動(dong)集中(zhong)區域(yu)、安全(quan)利用(yong)類(lei)和嚴格管控類(lei)耕地(di)(di)(di)集中(zhong)區域(yu),執行《鉛、鋅(xin)工(gong)業(ye)(ye)污(wu)(wu)(wu)染物排(pai)(pai)(pai)放標(biao)準(zhun)(zhun)》《銅、鎳、鈷工(gong)業(ye)(ye)污(wu)(wu)(wu)染物排(pai)(pai)(pai)放標(biao)準(zhun)(zhun)》《無機化學工(gong)業(ye)(ye)污(wu)(wu)(wu)染物排(pai)(pai)(pai)放標(biao)準(zhun)(zhun)》中(zhong)顆(ke)粒(li)物和鎘(ge)等(deng)重(zhong)點重(zhong)金(jin)屬(shu)(shu)(shu)特別排(pai)(pai)(pai)放限值。依據《大氣(qi)污(wu)(wu)(wu)染防治法(fa)》《水(shui)(shui)污(wu)(wu)(wu)染防治法(fa)》以及重(zhong)點排(pai)(pai)(pai)污(wu)(wu)(wu)單位名(ming)錄管理有關規定(ding),將符(fu)合條件(jian)的(de)(de)排(pai)(pai)(pai)放鎘(ge)等(deng)有毒有害大氣(qi)、水(shui)(shui)污(wu)(wu)(wu)染物的(de)(de)企(qi)(qi)業(ye)(ye)納入重(zhong)點排(pai)(pai)(pai)污(wu)(wu)(wu)單位名(ming)錄;納入大氣(qi)重(zhong)點排(pai)(pai)(pai)污(wu)(wu)(wu)單位名(ming)錄的(de)(de)涉(she)(she)鎘(ge)等(deng)重(zhong)金(jin)屬(shu)(shu)(shu)排(pai)(pai)(pai)放企(qi)(qi)業(ye)(ye),2023年底(di)前對大氣(qi)污(wu)(wu)(wu)染物中(zhong)的(de)(de)顆(ke)粒(li)物按排(pai)(pai)(pai)污(wu)(wu)(wu)許可(ke)證(zheng)規定(ding)實(shi)(shi)現自動(dong)監測,以監測數據核(he)算顆(ke)粒(li)物等(deng)排(pai)(pai)(pai)放量。開展涉(she)(she)鎘(ge)等(deng)重(zhong)金(jin)屬(shu)(shu)(shu)行業(ye)(ye)企(qi)(qi)業(ye)(ye)排(pai)(pai)(pai)查整治“回頭看”,動(dong)態更新(xin)污(wu)(wu)(wu)染源(yuan)整治清(qing)單。(生態環境部(bu)、農業(ye)(ye)農村部(bu)、糧食(shi)和儲備(bei)局等(deng)按職責分(fen)工(gong)負(fu)(fu)責,地(di)(di)(di)方(fang)(fang)各(ge)級(ji)人民(min)政府(fu)負(fu)(fu)責落實(shi)(shi)。以下(xia)均需地(di)(di)(di)方(fang)(fang)各(ge)級(ji)人民(min)政府(fu)落實(shi)(shi),不(bu)再列出(chu)) 整治涉重金屬(shu)礦(kuang)(kuang)區(qu)歷史遺留固體(ti)廢(fei)物。以湖(hu)南等(deng)礦(kuang)(kuang)產資源開發活動(dong)集中(zhong)省(sheng)份為重點,聚焦(jiao)重有色(se)金屬(shu)、石(shi)煤(mei)、硫鐵礦(kuang)(kuang)等(deng)礦(kuang)(kuang)區(qu)以及安全(quan)利用類和嚴格管控(kong)類耕地集中(zhong)區(qu)域周(zhou)邊(bian)的(de)礦(kuang)(kuang)區(qu),全(quan)面排(pai)查無序堆存(cun)的(de)歷史遺留固體(ti)廢(fei)物,制定整治方案,分階段治理,逐步(bu)消除存(cun)量(liang)。優先整治周(zhou)邊(bian)及下(xia)游耕地土壤(rang)污染較重的(de)礦(kuang)(kuang)區(qu),有效切(qie)斷(duan)污染物進入農(nong)田的(de)鏈條。(生態(tai)環境部等(deng)負責) 開展耕(geng)地土(tu)壤(rang)(rang)重(zhong)金(jin)屬(shu)(shu)污(wu)染(ran)成因(yin)排查。以土(tu)壤(rang)(rang)重(zhong)金(jin)屬(shu)(shu)污(wu)染(ran)問題突(tu)出(chu)(chu)區(qu)域為重(zhong)點,兼(jian)顧糧(liang)食主產區(qu),對影響土(tu)壤(rang)(rang)環(huan)境(jing)質量的輸(shu)入輸(shu)出(chu)(chu)因(yin)素開展長期觀測(ce)。選擇(ze)一批耕(geng)地鎘等重(zhong)金(jin)屬(shu)(shu)污(wu)染(ran)問題突(tu)出(chu)(chu)的縣(市、區(qu)),開展集中連片耕(geng)地土(tu)壤(rang)(rang)重(zhong)金(jin)屬(shu)(shu)污(wu)染(ran)途徑識別和污(wu)染(ran)源頭(tou)追溯。(生態環(huan)境(jing)部、農業農村部等按職責分工負責) 2.防范工礦企業新增土(tu)壤(rang)污染(ran)。嚴格建設(she)項(xiang)目土(tu)壤(rang)環境影響評價制(zhi)度。對(dui)涉(she)及(ji)有毒有害物質可能造成土(tu)壤(rang)污染(ran)的新(改(gai)、擴)建項(xiang)目,依法進行環境影響評價,提出并落實(shi)防腐蝕、防滲漏、防遺撒等土(tu)壤(rang)污染(ran)防治具體(ti)措施。(生(sheng)態環境部負責) 推動實施(shi)綠(lv)色化(hua)(hua)改造(zao)。鼓勵(li)土(tu)壤(rang)污(wu)染重點監管(guan)單位因(yin)地制(zhi)宜(yi)實施(shi)管(guan)道化(hua)(hua)、密閉化(hua)(hua)改造(zao),重點區域(yu)防腐防滲(shen)改造(zao),以及物料、污(wu)水(shui)管(guan)線架空(kong)建設和改造(zao)。聚焦重有色金屬(shu)采選和冶煉(lian)、涉重金屬(shu)無機化(hua)(hua)工(gong)(gong)等重點行業,鼓勵(li)企業實施(shi)清(qing)潔生產改造(zao),進一步減(jian)少污(wu)染物排放。(發展(zhan)改革委、生態環境部(bu)等按職責(ze)分工(gong)(gong)負責(ze)) 3.深入實施(shi)(shi)耕地(di)分類管理。切實加大保護(hu)力度(du)。依法將符合(he)條件的優(you)先(xian)保護(hu)類耕地(di)劃為(wei)永久基(ji)本農(nong)田,在(zai)永久基(ji)本農(nong)田集中區(qu)域,不得(de)規劃新建可能造(zao)成土壤(rang)(rang)污(wu)染的建設項目。加強(qiang)農(nong)業(ye)(ye)投入品(pin)質量監(jian)管,從嚴查處向農(nong)田施(shi)(shi)用重金屬不達標肥料等農(nong)業(ye)(ye)投入品(pin)的行為(wei)。在(zai)長江中下游等南方糧食(shi)主產區(qu),實施(shi)(shi)強(qiang)酸性(xing)土壤(rang)(rang)降酸改良工程。 (自然(ran)資源部(bu)、農(nong)業(ye)農(nong)村部(bu)、市(shi)(shi)場監管(guan)(guan)總局(ju)等(deng)按職(zhi)責(ze)分工(gong)負責(ze))全(quan)(quan)面(mian)落實安(an)全(quan)(quan)利(li)(li)用和(he)(he)(he)嚴格管(guan)(guan)控(kong)(kong)(kong)(kong)措施(shi)。各省(sheng)份(fen)制定(ding)“十(shi)四五”受(shou)污染耕(geng)(geng)(geng)地(di)(di)安(an)全(quan)(quan)利(li)(li)用方案及年度工(gong)作計劃,明確行(xing)政區(qu)域內安(an)全(quan)(quan)利(li)(li)用類(lei)耕(geng)(geng)(geng)地(di)(di)和(he)(he)(he)嚴格管(guan)(guan)控(kong)(kong)(kong)(kong)類(lei)耕(geng)(geng)(geng)地(di)(di)的(de)具(ju)體(ti)管(guan)(guan)控(kong)(kong)(kong)(kong)措施(shi),以(yi)縣(xian)或設區(qu)的(de)市(shi)(shi)為(wei)單位全(quan)(quan)面(mian)推(tui)進落實。分區(qu)分類(lei)建立完(wan)善安(an)全(quan)(quan)利(li)(li)用技術(shu)庫和(he)(he)(he)農(nong)作物種(zhong)(zhong)植(zhi)推(tui)薦清(qing)單,推(tui)廣(guang)應用品種(zhong)(zhong)替代、水(shui)肥調(diao)(diao)控(kong)(kong)(kong)(kong)、生理阻隔(ge)、土壤調(diao)(diao)理等(deng)安(an)全(quan)(quan)利(li)(li)用技術(shu)。鼓勵對嚴格管(guan)(guan)控(kong)(kong)(kong)(kong)類(lei)耕(geng)(geng)(geng)地(di)(di)按規(gui)定(ding)采(cai)取調(diao)(diao)整種(zhong)(zhong)植(zhi)結構(gou)、退耕(geng)(geng)(geng)還濕等(deng)措施(shi)。國家及安(an)全(quan)(quan)利(li)(li)用類(lei)耕(geng)(geng)(geng)地(di)(di)集(ji)中的(de)省(sheng)(區(qu)、市(shi)(shi)),成立安(an)全(quan)(quan)利(li)(li)用類(lei)耕(geng)(geng)(geng)地(di)(di)專(zhuan)家指(zhi)導(dao)組,加強(qiang)(qiang)對地(di)(di)方工(gong)作指(zhi)導(dao)。探索(suo)利(li)(li)用衛星遙(yao)感等(deng)技術(shu)開(kai)展嚴格管(guan)(guan)控(kong)(kong)(kong)(kong)類(lei)耕(geng)(geng)(geng)地(di)(di)種(zhong)(zhong)植(zhi)結構(gou)調(diao)(diao)整等(deng)措施(shi)實施(shi)情況監測。加強(qiang)(qiang)糧食收儲和(he)(he)(he)流通環(huan)節監管(guan)(guan),杜(du)絕重金(jin)屬超標糧食進入(ru)口糧市(shi)(shi)場。(農(nong)業(ye)農(nong)村部(bu)、林草局(ju)、生態環(huan)境部(bu)、市(shi)(shi)場監管(guan)(guan)總局(ju)、糧食和(he)(he)(he)儲備局(ju)等(deng)按職(zhi)責(ze)分工(gong)負責(ze))
