城鄉(xiang)建(jian)設領域碳達峰實施方案



城(cheng)鄉建設(she)是碳(tan)(tan)排(pai)放(fang)(fang)的主要領域之(zhi)一。隨(sui)著(zhu)城(cheng)鎮化快速推進和(he)產業結構深度調整(zheng),城(cheng)鄉建設(she)領域碳(tan)(tan)排(pai)放(fang)(fang)量(liang)及其占(zhan)全社會碳(tan)(tan)排(pai)放(fang)(fang)總量(liang)比(bi)例(li)均將進一步提高。為(wei)深入貫徹落實黨中央(yang)、國(guo)務院關于碳(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)中和(he)決策部署,控制城(cheng)鄉建設(she)領域碳(tan)(tan)排(pai)放(fang)(fang)量(liang)增長,切實做好城(cheng)鄉建設(she)領域碳(tan)(tan)達(da)峰(feng)(feng)工作,根據(ju)《中共中央(yang) 國(guo)務院關于完(wan)整(zheng)準確全面(mian)貫徹新發(fa)展理念做好碳(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)中和(he)工作的意見》、《2030年前碳(tan)(tan)達(da)峰(feng)(feng)行動方案》,制定本實施方案。


一(yi)、總體要求(qiu)


(一(yi))指(zhi)導思想。以習近(jin)平新時代中國特(te)色(se)社(she)會主(zhu)義(yi)思(si)想為指導(dao),全面貫(guan)徹黨(dang)的十九(jiu)大和十九(jiu)屆(jie)歷次(ci)全會精(jing)神,深入(ru)貫(guan)徹習近(jin)平生(sheng)態文(wen)明思(si)想,按照黨(dang)中央、國務院決策(ce)部署,堅持(chi)(chi)(chi)穩中求進(jin)工(gong)作(zuo)總(zong)基調,立足新發(fa)(fa)(fa)展(zhan)(zhan)階段,完(wan)整、準確、全面貫(guan)徹新發(fa)(fa)(fa)展(zhan)(zhan)理念(nian)(nian),構建(jian)新發(fa)(fa)(fa)展(zhan)(zhan)格局,堅持(chi)(chi)(chi)生(sheng)態優(you)先、節約優(you)先、保護優(you)先,堅持(chi)(chi)(chi)人(ren)與自然(ran)和諧共生(sheng),堅持(chi)(chi)(chi)系(xi)統觀念(nian)(nian),統籌發(fa)(fa)(fa)展(zhan)(zhan)和安全,以綠色(se)低碳(tan)發(fa)(fa)(fa)展(zhan)(zhan)為引領,推進(jin)城市更(geng)新行(xing)動(dong)(dong)和鄉(xiang)村建(jian)設(she)(she)行(xing)動(dong)(dong),加快轉變城鄉(xiang)建(jian)設(she)(she)方式,提升(sheng)綠色(se)低碳(tan)發(fa)(fa)(fa)展(zhan)(zhan)質量,不斷滿(man)足人(ren)民群眾對美好(hao)生(sheng)活(huo)的需要(yao)。


(二)工作原則。堅持系統謀劃、分步實施,加強頂層設計,強化結果控制,合理確定工作節奏,統籌推進實現碳達峰。堅持因地制宜,區分城市、鄉村、不同氣候區,科學確定節能降碳要求。堅持創新引領、轉型發展,加強核心技術攻堅,完善技術體系,強化機制創新,完善城鄉建設碳減排管理制度。堅持雙輪驅動、共同發力,充分發揮政府主導和市場機制作用,形成有效的激勵約束機制,實施共建共享,協同推進各項工作。


(三(san))主要目標。2030年前,城(cheng)鄉(xiang)建(jian)(jian)(jian)設領域碳排(pai)放達到峰值。城(cheng)鄉(xiang)建(jian)(jian)(jian)設綠(lv)(lv)色低碳發展政策(ce)體(ti)系和(he)體(ti)制機(ji)制基(ji)本建(jian)(jian)(jian)立;建(jian)(jian)(jian)筑節能、垃圾資源(yuan)化利(li)用等水(shui)(shui)平大(da)幅(fu)(fu)提高(gao),能源(yuan)資源(yuan)利(li)用效率達到國際先進水(shui)(shui)平;用能結構(gou)和(he)方式更加優化,可再生能源(yuan)應用更加充(chong)分(fen);城(cheng)鄉(xiang)建(jian)(jian)(jian)設方式綠(lv)(lv)色低碳轉型取得積極進展,"大(da)量(liang)建(jian)(jian)(jian)設、大(da)量(liang)消耗(hao)、大(da)量(liang)排(pai)放"基(ji)本扭(niu)轉;城(cheng)市整體(ti)性(xing)、系統性(xing)、生長性(xing)增強,"城(cheng)市病"問題初步(bu)解決;建(jian)(jian)(jian)筑品質(zhi)(zhi)和(he)工程質(zhi)(zhi)量(liang)進一步(bu)提高(gao),人居環境(jing)質(zhi)(zhi)量(liang)大(da)幅(fu)(fu)改善;綠(lv)(lv)色生活方式普遍形成,綠(lv)(lv)色低碳運行初步(bu)實現。


力(li)爭到(dao)2060年前,城(cheng)(cheng)鄉(xiang)建(jian)(jian)設方式全(quan)面(mian)(mian)實現(xian)綠色低碳(tan)轉型,系(xi)統性變革全(quan)面(mian)(mian)實現(xian),美好人居環境全(quan)面(mian)(mian)建(jian)(jian)成,城(cheng)(cheng)鄉(xiang)建(jian)(jian)設領(ling)域碳(tan)排放治理(li)現(xian)代化全(quan)面(mian)(mian)實現(xian),人民生(sheng)活更加幸福。


二、建設綠色低碳城(cheng)市


(四)優(you)化城市結構和布局(ju)。城(cheng)(cheng)市形態、密(mi)度、功(gong)能布(bu)局和(he)(he)建(jian)(jian)設方(fang)式對碳減排具有基礎性(xing)重要影響。積(ji)極開展綠色低碳城(cheng)(cheng)市建(jian)(jian)設,推(tui)動(dong)(dong)組團式發展。每個組團面積(ji)不(bu)(bu)(bu)(bu)超(chao)(chao)(chao)過50平(ping)(ping)方(fang)公里,組團內平(ping)(ping)均人口密(mi)度原則上(shang)不(bu)(bu)(bu)(bu)超(chao)(chao)(chao)過1萬(wan)(wan)人/平(ping)(ping)方(fang)公里,個別地段最高(gao)不(bu)(bu)(bu)(bu)超(chao)(chao)(chao)過1.5萬(wan)(wan)人/平(ping)(ping)方(fang)公里。加強生態廊道(dao)(dao)、景觀視廊、通(tong)(tong)風廊道(dao)(dao)、濱水(shui)空(kong)(kong)間(jian)和(he)(he)城(cheng)(cheng)市綠道(dao)(dao)統籌布(bu)局,留足城(cheng)(cheng)市河湖生態空(kong)(kong)間(jian)和(he)(he)防洪排澇空(kong)(kong)間(jian),組團間(jian)的生態廊道(dao)(dao)應貫(guan)通(tong)(tong)連續,凈寬度不(bu)(bu)(bu)(bu)少于(yu)(yu)100米(mi)。推(tui)動(dong)(dong)城(cheng)(cheng)市生態修復,完善城(cheng)(cheng)市生態系統。嚴(yan)格(ge)控制新(xin)建(jian)(jian)超(chao)(chao)(chao)高(gao)層建(jian)(jian)筑(zhu),一(yi)般不(bu)(bu)(bu)(bu)得新(xin)建(jian)(jian)超(chao)(chao)(chao)高(gao)層住(zhu)宅。新(xin)城(cheng)(cheng)新(xin)區(qu)合(he)理(li)(li)控制職住(zhu)比(bi)例,促進就業崗位和(he)(he)居住(zhu)空(kong)(kong)間(jian)均衡融合(he)布(bu)局。合(he)理(li)(li)布(bu)局城(cheng)(cheng)市快(kuai)速干線(xian)交(jiao)(jiao)通(tong)(tong)、生活性(xing)集散交(jiao)(jiao)通(tong)(tong)和(he)(he)綠色慢行交(jiao)(jiao)通(tong)(tong)設施(shi),主城(cheng)(cheng)區(qu)道(dao)(dao)路網密(mi)度應大(da)(da)于(yu)(yu)8公里/平(ping)(ping)方(fang)公里。嚴(yan)格(ge)既有建(jian)(jian)筑(zhu)拆(chai)(chai)除(chu)管理(li)(li),堅持(chi)從"拆(chai)(chai)改留"到(dao)"留改拆(chai)(chai)"推(tui)動(dong)(dong)城(cheng)(cheng)市更新(xin),除(chu)違法建(jian)(jian)筑(zhu)和(he)(he)經專業機(ji)構鑒定為危房且無(wu)修繕保留價值的建(jian)(jian)筑(zhu)外,不(bu)(bu)(bu)(bu)大(da)(da)規模、成片集中拆(chai)(chai)除(chu)現狀(zhuang)建(jian)(jian)筑(zhu),城(cheng)(cheng)市更新(xin)單(dan)元(片區(qu))或項(xiang)目(mu)內拆(chai)(chai)除(chu)建(jian)(jian)筑(zhu)面積(ji)原則上(shang)不(bu)(bu)(bu)(bu)應大(da)(da)于(yu)(yu)現狀(zhuang)總(zong)建(jian)(jian)筑(zhu)面積(ji)的20%。盤(pan)活存(cun)量房屋,減少各類空(kong)(kong)置房。


(五(wu))開展(zhan)綠色低(di)碳社區(qu)建(jian)設(she)。社(she)區(qu)(qu)(qu)是形成簡(jian)約適度、綠(lv)(lv)色低碳(tan)、文明健(jian)康生活(huo)方(fang)式的(de)重要場所。推(tui)廣功(gong)能(neng)復合(he)的(de)混(hun)合(he)街區(qu)(qu)(qu),倡導(dao)居(ju)(ju)住、商業、無(wu)污染產業等(deng)混(hun)合(he)布局。按照《完整居(ju)(ju)住社(she)區(qu)(qu)(qu)建設(she)標準(試行(xing))》配建基(ji)(ji)本公共(gong)服務(wu)(wu)(wu)設(she)施、便(bian)民商業服務(wu)(wu)(wu)設(she)施、市政配套基(ji)(ji)礎設(she)施和公共(gong)活(huo)動空間,到(dao)2030年(nian)地級(ji)及(ji)以上城市的(de)完整居(ju)(ju)住社(she)區(qu)(qu)(qu)覆蓋率(lv)提高(gao)到(dao)60%以上。通(tong)過(guo)步行(xing)和騎(qi)行(xing)網絡串聯若干個居(ju)(ju)住社(she)區(qu)(qu)(qu),構(gou)建十五分鐘(zhong)生活(huo)圈。推(tui)進(jin)綠(lv)(lv)色社(she)區(qu)(qu)(qu)創建行(xing)動,將綠(lv)(lv)色發展理念貫穿社(she)區(qu)(qu)(qu)規(gui)劃建設(she)管(guan)理全過(guo)程,60%的(de)城市社(she)區(qu)(qu)(qu)先行(xing)達到(dao)創建要求(qiu)。探索(suo)零碳(tan)社(she)區(qu)(qu)(qu)建設(she)。鼓(gu)(gu)勵物(wu)業服務(wu)(wu)(wu)企業向(xiang)業主提供居(ju)(ju)家(jia)(jia)養(yang)老、家(jia)(jia)政、托(tuo)幼、健(jian)身、購物(wu)等(deng)生活(huo)服務(wu)(wu)(wu),在(zai)步行(xing)范(fan)圍內滿足業主基(ji)(ji)本生活(huo)需求(qiu)。鼓(gu)(gu)勵選(xuan)用(yong)色家(jia)(jia)電產品(pin),減少使(shi)用(yong)一次性消費品(pin)。鼓(gu)(gu)勵"部(bu)分空間、部(bu)分時間"等(deng)綠(lv)(lv)色低碳(tan)用(yong)能(neng)方(fang)式,倡導(dao)隨手關(guan)(guan)燈,電視(shi)機(ji)、空調、電腦等(deng)電器不(bu)用(yong)時關(guan)(guan)閉插座電源(yuan)。鼓(gu)(gu)勵選(xuan)用(yong)新(xin)能(neng)源(yuan)汽車(che),推(tui)進(jin)社(she)區(qu)(qu)(qu)充換電設(she)施建設(she)。


(六(liu))全(quan)面提高綠(lv)色低碳建筑水平。持(chi)續開展(zhan)綠(lv)色建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)創建(jian)(jian)(jian)行動,到(dao)(dao)2025年(nian),城(cheng)鎮新(xin)建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)全面執行綠(lv)色建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)標準,星級(ji)綠(lv)色建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)占比達(da)到(dao)(dao)30%以(yi)(yi)(yi)上,新(xin)建(jian)(jian)(jian)政府投資公(gong)益性公(gong)共(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)和(he)大型公(gong)共(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)全部(bu)達(da)到(dao)(dao)一星級(ji)以(yi)(yi)(yi)上。2030年(nian)前嚴(yan)寒、寒冷(leng)地區新(xin)建(jian)(jian)(jian)居(ju)住(zhu)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)本體(ti)(ti)達(da)到(dao)(dao)83%節能(neng)(neng)(neng)要(yao)求,夏熱冬冷(leng)、夏熱冬暖、溫和(he)地區新(xin)建(jian)(jian)(jian)居(ju)住(zhu)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)本體(ti)(ti)達(da)到(dao)(dao)75%節能(neng)(neng)(neng)要(yao)求,新(xin)建(jian)(jian)(jian)公(gong)共(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)本體(ti)(ti)達(da)到(dao)(dao)78%節能(neng)(neng)(neng)要(yao)求。推動低碳建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)規模化發展(zhan),鼓勵建(jian)(jian)(jian)設(she)零碳建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)和(he)近(jin)零能(neng)(neng)(neng)耗建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)。加強節能(neng)(neng)(neng)改(gai)(gai)(gai)造(zao)(zao)鑒(jian)定(ding)評估,編制改(gai)(gai)(gai)造(zao)(zao)專(zhuan)項規劃,對具備改(gai)(gai)(gai)造(zao)(zao)價值和(he)條件的居(ju)住(zhu)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)要(yao)應改(gai)(gai)(gai)盡改(gai)(gai)(gai),改(gai)(gai)(gai)造(zao)(zao)部(bu)分(fen)節能(neng)(neng)(neng)水平(ping)(ping)應達(da)到(dao)(dao)現(xian)行標準規定(ding)。持(chi)續推進(jin)公(gong)共(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)能(neng)(neng)(neng)效提升重點城(cheng)市建(jian)(jian)(jian)設(she),到(dao)(dao)2030年(nian)地級(ji)以(yi)(yi)(yi)上重點城(cheng)市全部(bu)完(wan)成改(gai)(gai)(gai)造(zao)(zao)任務,改(gai)(gai)(gai)造(zao)(zao)后實(shi)現(xian)整(zheng)體(ti)(ti)能(neng)(neng)(neng)效提升20%以(yi)(yi)(yi)上。推進(jin)公(gong)共(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)能(neng)(neng)(neng)耗監測(ce)和(he)統計分(fen)析,逐步實(shi)施能(neng)(neng)(neng)耗限(xian)額(e)管(guan)理(li)。加強空調、照明、電梯(ti)等重點用能(neng)(neng)(neng)設(she)備運(yun)行調適,提升設(she)備能(neng)(neng)(neng)效,到(dao)(dao)2030年(nian)實(shi)現(xian)公(gong)共(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)機電系統的總體(ti)(ti)能(neng)(neng)(neng)效在現(xian)有水平(ping)(ping)上提升10%。


(七)建(jian)設(she)綠色低碳住宅。提升住(zhu)(zhu)宅(zhai)(zhai)(zhai)品質,積(ji)極發展(zhan)中(zhong)小戶(hu)型普通(tong)住(zhu)(zhu)宅(zhai)(zhai)(zhai),限制發展(zhan)超大戶(hu)型住(zhu)(zhu)宅(zhai)(zhai)(zhai)。依(yi)據當地氣候條件(jian),合理確定住(zhu)(zhu)宅(zhai)(zhai)(zhai)朝向(xiang)、窗墻(qiang)比和(he)體形系數,降低住(zhu)(zhu)宅(zhai)(zhai)(zhai)能(neng)耗。合理布(bu)局居住(zhu)(zhu)生(sheng)活空間,鼓勵大開間、小進深,充分利用(yong)日照(zhao)和(he)自然通(tong)風。推行靈活可(ke)變的(de)居住(zhu)(zhu)空間設(she)(she)計,減(jian)(jian)少(shao)改(gai)造(zao)或拆(chai)除造(zao)成的(de)資源(yuan)浪費。推動(dong)新建住(zhu)(zhu)宅(zhai)(zhai)(zhai)全(quan)裝修(xiu)交(jiao)付使(shi)用(yong),減(jian)(jian)少(shao)資源(yuan)消耗和(he)環境污染。積(ji)極推廣裝配化(hua)(hua)(hua)裝修(xiu),推行整體衛浴(yu)和(he)廚(chu)房等(deng)模塊化(hua)(hua)(hua)部品應用(yong)技術,實現部品部件(jian)可(ke)拆(chai)改(gai)、可(ke)循環使(shi)用(yong)。提高共(gong)(gong)用(yong)設(she)(she)施設(she)(she)備維修(xiu)養護水平,提升智(zhi)能(neng)化(hua)(hua)(hua)程度。加強住(zhu)(zhu)宅(zhai)(zhai)(zhai)共(gong)(gong)用(yong)部位維護管理,延長住(zhu)(zhu)宅(zhai)(zhai)(zhai)使(shi)用(yong)壽命。

三、打造綠色(se)低碳縣城和(he)鄉村


(十一)提升(sheng)縣城(cheng)綠色低碳水平。開展綠色低碳縣(xian)(xian)城建(jian)設(she)(she),構建(jian)集約(yue)(yue)節約(yue)(yue)、尺度宜(yi)人(ren)的(de)縣(xian)(xian)城格(ge)局(ju)。充分(fen)(fen)借助(zhu)自然條(tiao)件、順應(ying)(ying)(ying)原有地(di)(di)形地(di)(di)貌,實現縣(xian)(xian)城與(yu)(yu)自然環境融合協調。結合實際推(tui)行大(da)分(fen)(fen)散與(yu)(yu)小區域集中相(xiang)結合的(de)基(ji)礎設(she)(she)施(shi)分(fen)(fen)布式布局(ju),建(jian)設(she)(she)綠色節約(yue)(yue)型基(ji)礎設(she)(she)施(shi)。要(yao)因地(di)(di)制(zhi)宜(yi)強化縣(xian)(xian)城建(jian)設(she)(she)密(mi)(mi)度與(yu)(yu)強度管控(kong),位(wei)于生態(tai)功能區、農產品主(zhu)產區的(de)縣(xian)(xian)城建(jian)成區人(ren)口(kou)密(mi)(mi)度控(kong)制(zhi)在(zai)0.6—1萬人(ren)/平方公里,建(jian)筑(zhu)(zhu)總(zong)面積(ji)與(yu)(yu)建(jian)設(she)(she)用地(di)(di)比(bi)值控(kong)制(zhi)在(zai)0.6—0.8;建(jian)筑(zhu)(zhu)高(gao)度要(yao)與(yu)(yu)消防救援能力相(xiang)匹配,新建(jian)住(zhu)宅以6層(ceng)為(wei)主(zhu),最高(gao)不超過(guo)18層(ceng),6層(ceng)及(ji)以下住(zhu)宅建(jian)筑(zhu)(zhu)面積(ji)占比(bi)應(ying)(ying)(ying)不低于70%;確需(xu)建(jian)設(she)(she)18層(ceng)以上居(ju)住(zhu)建(jian)筑(zhu)(zhu)的(de),應(ying)(ying)(ying)嚴(yan)格(ge)充分(fen)(fen)論證(zheng),并確保消防應(ying)(ying)(ying)急(ji)、市(shi)政配套設(she)(she)施(shi)等建(jian)設(she)(she)到(dao)位(wei);推(tui)行"窄馬路(lu)、密(mi)(mi)路(lu)網、小街區",縣(xian)(xian)城內部道(dao)路(lu)紅線寬(kuan)度不超過(guo)40米,廣(guang)場集中硬地(di)(di)面積(ji)不超過(guo)2公頃,步行道(dao)網絡應(ying)(ying)(ying)連續通暢。


(十二)營造自(zi)然緊湊鄉(xiang)村格局。合理布(bu)局(ju)鄉(xiang)村建設,保護鄉(xiang)村生態(tai)環(huan)境,減少資源能源消(xiao)耗。開展(zhan)綠色低碳村莊(zhuang)建設,提升鄉(xiang)村生態(tai)和(he)環(huan)境質量。農(nong)房(fang)和(he)村莊(zhuang)建設選址(zhi)要安全可靠,順(shun)應地形地貌,保護山水林(lin)田湖(hu)草沙(sha)生態(tai)脈絡(luo)。鼓勵(li)新(xin)建農(nong)房(fang)向基礎設施完善(shan)、自然(ran)條件優越、公(gong)共服務設施齊全、景觀(guan)環(huan)境優美的村莊(zhuang)聚集,農(nong)房(fang)群落自然(ran)、緊湊(cou)、有序。


(十三(san))推進綠色低碳農房建設。提(ti)(ti)升(sheng)農(nong)(nong)(nong)房(fang)(fang)綠(lv)色(se)(se)低(di)碳設(she)(she)計建(jian)造水平(ping),提(ti)(ti)高(gao)農(nong)(nong)(nong)房(fang)(fang)能(neng)(neng)(neng)(neng)效(xiao)水平(ping),到2030年建(jian)成一批綠(lv)色(se)(se)農(nong)(nong)(nong)房(fang)(fang),鼓勵(li)建(jian)設(she)(she)星級(ji)綠(lv)色(se)(se)農(nong)(nong)(nong)房(fang)(fang)和零碳農(nong)(nong)(nong)房(fang)(fang)。按照(zhao)結構安全、功能(neng)(neng)(neng)(neng)完(wan)善、節能(neng)(neng)(neng)(neng)降碳等(deng)(deng)要求,制定和完(wan)善農(nong)(nong)(nong)房(fang)(fang)建(jian)設(she)(she)相關(guan)標準。引導新建(jian)農(nong)(nong)(nong)房(fang)(fang)執(zhi)行《農(nong)(nong)(nong)村居住建(jian)筑節能(neng)(neng)(neng)(neng)設(she)(she)計標準》等(deng)(deng)相關(guan)標準,完(wan)善農(nong)(nong)(nong)房(fang)(fang)節能(neng)(neng)(neng)(neng)措施,因地(di)制宜推(tui)廣太陽能(neng)(neng)(neng)(neng)暖房(fang)(fang)等(deng)(deng)可再生能(neng)(neng)(neng)(neng)源利(li)用(yong)方式。推(tui)廣使用(yong)高(gao)能(neng)(neng)(neng)(neng)效(xiao)照(zhao)明、灶具(ju)等(deng)(deng)設(she)(she)施設(she)(she)備。鼓勵(li)就地(di)取材和利(li)用(yong)鄉(xiang)土材料,推(tui)廣使用(yong)綠(lv)色(se)(se)建(jian)材,鼓勵(li)選(xuan)用(yong)裝配(pei)式鋼結構、木結構等(deng)(deng)建(jian)造方式。大(da)力推(tui)進(jin)北方地(di)區農(nong)(nong)(nong)村清(qing)潔取暖。在北方地(di)區冬(dong)季清(qing)潔取暖項目(mu)中積極推(tui)進(jin)農(nong)(nong)(nong)房(fang)(fang)節能(neng)(neng)(neng)(neng)改造,提(ti)(ti)高(gao)常住房(fang)(fang)間(jian)舒(shu)適性,改造后實(shi)現整(zheng)體能(neng)(neng)(neng)(neng)效(xiao)提(ti)(ti)升(sheng)30%以上。


(十四)推進生活垃(la)圾(ji)污水治理低碳化。推(tui)進農村污(wu)水處(chu)理(li)(li),合理(li)(li)確定排放標(biao)準(zhun),推(tui)動農村生活污(wu)水就近就地資(zi)源化利用。因地制宜,推(tui)廣(guang)小型化、生態化、分散化的(de)污(wu)水處(chu)理(li)(li)工藝,推(tui)行(xing)微(wei)動力(li)、低能耗、低成(cheng)本的(de)運行(xing)方式。推動農(nong)村生活(huo)垃(la)圾分類處理,倡導農(nong)村生活(huo)垃(la)圾資(zi)源化(hua)利(li)用,從源頭減少農(nong)村生活(huo)垃(la)圾產(chan)生量。


(十五)推廣應用可(ke)再生能源。推進(jin)太(tai)陽能(neng)(neng)、地熱能(neng)(neng)、空氣熱能(neng)(neng)、生物質(zhi)能(neng)(neng)等(deng)可再生能(neng)(neng)源在鄉(xiang)村供(gong)(gong)氣、供(gong)(gong)暖、供(gong)(gong)電(dian)(dian)等(deng)方面的應用(yong)。大力推動農房屋頂、院落空地、農業設(she)施加裝太(tai)陽能(neng)(neng)光(guang)伏系統。推動鄉(xiang)村進(jin)一步提高(gao)電(dian)(dian)氣化水平,鼓(gu)(gu)勵(li)(li)炊事、供(gong)(gong)暖、照明(ming)、交通、熱水等(deng)用(yong)能(neng)(neng)電(dian)(dian)氣化。充分利(li)用(yong)太(tai)陽能(neng)(neng)光(guang)熱系統提供(gong)(gong)生活熱水,鼓(gu)(gu)勵(li)(li)使(shi)用(yong)太(tai)陽能(neng)(neng)灶等(deng)設(she)備。


四、強化保障措施


(十六)建立完(wan)善法律(lv)法規和標準(zhun)計量體系。推(tui)動完(wan)善城(cheng)(cheng)(cheng)(cheng)鄉建(jian)設領域碳(tan)達峰相關法律法規(gui),建(jian)立健全(quan)碳(tan)排放管(guan)(guan)理制(zhi)(zhi)(zhi)度,明(ming)確責任主體。建(jian)立完(wan)善節能降碳(tan)標準計量(liang)(liang)體系,制(zhi)(zhi)(zhi)定完(wan)善綠色(se)(se)建(jian)筑(zhu)、零(ling)碳(tan)建(jian)筑(zhu)、綠色(se)(se)建(jian)造等(deng)標準。鼓勵具(ju)備(bei)條件的地區制(zhi)(zhi)(zhi)定高于國家(jia)標準的地方工程建(jian)設強(qiang)(qiang)制(zhi)(zhi)(zhi)性(xing)標準和推(tui)薦性(xing)標準。各地根(gen)據碳(tan)排放控(kong)制(zhi)(zhi)(zhi)目(mu)(mu)標要求和產業結(jie)構情況(kuang),合(he)理確定城(cheng)(cheng)(cheng)(cheng)鄉建(jian)設領域碳(tan)排放控(kong)制(zhi)(zhi)(zhi)目(mu)(mu)標。建(jian)立城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)、縣城(cheng)(cheng)(cheng)(cheng)、社區、行政村、住宅開發項(xiang)目(mu)(mu)綠色(se)(se)低碳(tan)指標體系。完(wan)善省市(shi)(shi)公共建(jian)筑(zhu)節能監管(guan)(guan)平臺,推(tui)動能源消費數據共享(xiang),加強(qiang)(qiang)建(jian)筑(zhu)領域計量(liang)(liang)器具(ju)配備(bei)和管(guan)(guan)理。加強(qiang)(qiang)城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)、縣城(cheng)(cheng)(cheng)(cheng)、鄉村等(deng)常住人口調查與分析(xi)。


(十七)構建綠色低碳轉型(xing)發展(zhan)模式。以綠色(se)低碳為目標,構建(jian)(jian)(jian)縱(zong)向(xiang)到底、橫向(xiang)到邊、共建(jian)(jian)(jian)共治共享發展模(mo)式,健全政府主(zhu)導、群團帶動、社會參與機制(zhi)。建(jian)(jian)(jian)立健全"一(yi)年(nian)一(yi)體檢、五年(nian)一(yi)評估"的城市體檢評估制(zhi)度。建(jian)(jian)(jian)立鄉村(cun)建(jian)(jian)(jian)設(she)評價機制(zhi)。利用建(jian)(jian)(jian)筑(zhu)信息模(mo)型(xing)(BIM)技術和城市信息模(mo)型(xing)(CIM)平臺等(deng)(deng),推動數(shu)字建(jian)(jian)(jian)筑(zhu)、數(shu)字攣生城市建(jian)(jian)(jian)設(she),加快城鄉建(jian)(jian)(jian)設(she)數(shu)字化轉型(xing)。大力發展節能服(fu)務(wu)產業(ye),推廣合同能源(yuan)管(guan)(guan)理,探索(suo)節能咨詢、診斷、設(she)計、融資、改造、托管(guan)(guan)等(deng)(deng)"一(yi)站式"綜合服(fu)務(wu)模(mo)式。


(十八)建(jian)立產學研一體化機制。組(zu)(zu)織開展基礎研(yan)究、關(guan)鍵(jian)核心技(ji)(ji)術攻(gong)關(guan)、工程(cheng)示范和產業(ye)(ye)(ye)化(hua)應(ying)用(yong),推動科技(ji)(ji)研(yan)發、成果轉化(hua)、產業(ye)(ye)(ye)培育協同發展。整(zheng)合優化(hua)行業(ye)(ye)(ye)產學(xue)研(yan)科技(ji)(ji)資(zi)源,推動高水平創新團隊和創新平臺建設,加(jia)強(qiang)創新型(xing)領軍(jun)企業(ye)(ye)(ye)培育。鼓勵支持領軍(jun)企業(ye)(ye)(ye)聯(lian)合高校(xiao)、科研(yan)院所、產業(ye)(ye)(ye)園區、金融機構等(deng)力量(liang),組(zu)(zu)建產業(ye)(ye)(ye)技(ji)(ji)術創新聯(lian)盟(meng)等(deng)多(duo)種形式的(de)創新聯(lian)合體。鼓勵高校(xiao)增設碳達峰碳中(zhong)和相關(guan)課程(cheng),加(jia)強(qiang)人(ren)才隊伍建設。


(十九(jiu))完善金融(rong)財政支持政策。完(wan)善(shan)支(zhi)持城鄉(xiang)建(jian)設領(ling)域碳達峰的相(xiang)關財政政策,落實稅收優惠(hui)政策。完(wan)善(shan)綠(lv)色(se)(se)建(jian)筑(zhu)和綠(lv)色(se)(se)建(jian)材(cai)政府(fu)采購需求標(biao)準,在政府(fu)采購領(ling)域推(tui)廣綠(lv)色(se)(se)建(jian)筑(zhu)和綠(lv)色(se)(se)建(jian)材(cai)應用。強(qiang)化(hua)綠(lv)色(se)(se)金融(rong)支(zhi)持,鼓勵銀(yin)行(xing)業金融(rong)機構(gou)在風險(xian)可控和商(shang)業自主原則下,創新信貸產品和服務(wu)支(zhi)持城鄉(xiang)建(jian)設領(ling)域節(jie)能降(jiang)碳。鼓勵開(kai)發商(shang)投保(bao)全裝修住宅質量保(bao)險(xian),強(qiang)化(hua)保(bao)險(xian)支(zhi)持,發揮綠(lv)色(se)(se)保(bao)險(xian)產品的風險(xian)保(bao)障作(zuo)用。合理開(kai)放城鎮基礎設施投資、建(jian)設和運營市場,應用特許經營、政府(fu)購買(mai)服務(wu)等手段吸(xi)引社會資本投入。完(wan)善(shan)差別(bie)電價(jia)、分時電價(jia)和居民階(jie)梯電價(jia)政策,加快推(tui)進供熱計(ji)量和按供熱量收費。


五(wu)、加強(qiang)組(zu)織(zhi)實施


(二十)加強組織領導。在碳達峰碳中和工作領導(dao)小組(zu)領導(dao)下,住房和城鄉(xiang)建設部(bu)、國家發展(zhan)改(gai)革委等部(bu)門加強(qiang)協作,形成合力(li)。各地(di)區各有關部(bu)門要加強(qiang)協調(diao),科學制定(ding)城鄉(xiang)建設領域碳達峰實施細化方案,明確(que)任(ren)務(wu)目標(biao),制定(ding)責(ze)任(ren)清(qing)單。


(二十一(yi))強化任(ren)務落(luo)實(shi)。各地(di)區各有關(guan)部(bu)門(men)要明確(que)責任,將(jiang)各項任務落實落細,及時總結好經驗好做法,扎實推(tui)進(jin)相關(guan)工作。各省(區、市)住房和(he)城(cheng)鄉建設、發展改(gai)革(ge)部(bu)門(men)于(yu)每(mei)年11月底前將(jiang)當年貫(guan)徹落實情況報住房和(he)城(cheng)鄉建設部(bu)、國家發展改(gai)革(ge)委。


(二十二)加大培訓宣傳。將碳達峰碳中和作為城鄉建設領域干部培訓重要內容,提高綠色低碳發展能力。通過業務培訓、比賽競賽、經驗交流等多種方式,提高規劃、設計、施工、運行相關單位和企業人才業務水平。加大對優秀項目、典型案例的宣傳力度,配合開展好"全民節能行動"、"節能宣傳周"等活動。編寫綠色生活宣傳手冊,積極倡導綠色低碳生活方式,動員社會各方力量參與降碳行動,形成社會各界支持、群眾積極參與的濃厚氛圍。開展減排自愿承諾,引導公眾自覺履行節能減排責任。
